believed the plans for the development are attractive and the proceeds from the sale will enhance <br />the quality of the education of the children who attend Walnut Grove School. <br /> <br /> Greg Thom, 1745 Paseo Del Cajon, supported this quality development. He applauded <br />staff and the Park and Recreation Department for coming up with this fine alternative (land <br />swap). He urged Council to get the deal finished and get the cash in the bank so the School <br />District can get full utilization of the cash flow and get more return on the dollars that are <br />received. He agreed with two-story homes and supported an FAR that would allow homeowners <br />to add value to their homes. <br /> <br /> Gene Pons, 832 Abbie Street, stated that the two issues that have come up whether the <br />present school site should be retained and whether there were flawed data for the existing Del <br />Prado site, as far as a need to build a school there. Regarding the claim that the site was <br />designated for a school and people feel that they are being cheated by not having a school built <br />at that site, the General Plan is general and subject to change. The General Plan has been <br />changed many times. Shopping centers were taken out when the City saw there were too many <br />in the General Plan; gas stations were taken out; school sites, and other things, have been <br />modified. No one can really tell you or certify that something will occur in the General Plan <br />and that issue should go away. Regarding the allegation of flawed data concerning the existing <br />and future school sites, he talked with Mr. Hyde, and asked some basic questions about the <br />approval of school sites, and what controls the state has with school building programs. Mr. <br />Hyde replied that a school needs to get written approval from the State Facility Planning <br />Division. A team of people are sent out to review the site and look the situation over. In this <br />case Mr. Hyde came out and reviewed the Del Prado site and also the Stoneridge site. Mr. <br />Hyde's conclusion was that there needed to be a school built at Stoneridge and felt that Del <br />Prado was a built out residential area. Mr. Pons was told by Mr. Hyde that there was no other <br />motive for the state other than to approve a site that fits the educational needs of the community. <br /> <br /> Mr. Pons believed the design of the New Cities proposal meets the profile of the existing <br />community, density, lot size and square footage of the homes. He felt the developer had been <br />very accommodating in working with the Planning Commission and with the people in the area. <br />Mr. Pons stated that the City might not have the chance to have such a good development in the <br />future if Council lets this pass by. He urged Council to amend the General Plan, to change the <br />site to residential, approve the land swap and approve the PUD medium density residential <br />development. <br /> <br /> Mayor Tarver asked Mr. Pons if the State had said it would not approve a school at the <br />Del Prado site. <br /> <br /> Mr. Pons indicated many forms would need to be filled out and many questions answered <br />before that could be answered. <br /> <br /> Laura Hartman, 6128 Hansen Drive, encouraged Council to amend the General Plan so <br />that the property can be sold and the development can go on.
