Ms. Michelotti stated it bothers her that the Mayor' s intended objective is to have it for <br />the election. <br /> <br /> Mayor Tarver commented that it is to get the General Plan finished as quickly as it can <br />be done. <br /> <br /> Mr. Swift commented that the principal planner will be working on the overall General <br />Plan. Two Associate Planners are writing elements and the Traffic Engineer is doing his part. <br />There are people on the staff that can pick another element and write it if need be. The only <br />other place where time can slip is the process of completing the final EIR from the draft EIR. <br />Comments are not received until the last day or two. Three weeks is what is anticipated to turn <br />the process around. That is the place where possible help might be needed. <br /> <br /> Mr. Roush asked that if the consultant is not retained, would Council be looking for a <br />completion of the draft General Plan update and draft EIR by February 15th rather than January <br />15th? <br /> <br /> Mayor Tarver stated that the Planning Commission could have special hearings and <br />workshops, and that there are ways to reduce the amount of time, if the attention and direction <br />is to get it finished by mid-July. <br /> <br /> Mr. Roush commented that staff needed some idea when the Commissions can expect to <br />get the draft General Plan update and draft EIR. It does make a difference in terms of when <br />those documents will be ready, whether to look at February 15th versus January 15th. Once the <br />date is known, you can work with that to complete everything by the July 15th date. <br /> <br /> Mayor Tarver replied that if Mr. Swift can not get it done before February 15th in the <br />revised timeframe, then that is the date they would have the document. If staff can make it <br />sooner than February 15th, then the revised schedule will indicate that. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Dennis, to set mid-July as the <br />completion date for the General Plan Update, but to defer for now spending an additional <br />$25,000 for a consultant, and to direct staff to bring a report back to Council on how the <br />hearings will be scheduled to allow input and still meet the deadline. <br /> <br />Th~ roll Call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />09/19/95 -21- <br /> <br /> <br />
