Ms. Mohr felt it might be wise to give the next Council an opportunity to participate if <br />that is the direction the voters are going for. She didn't feel this had to become an issue over <br />whether this is done during one's time in office. She did not think it is appropriate to use City <br />money to facilitate this type of program. <br /> <br /> Ms. Michelotti stated that one of the issues to look at was the super minority. The <br />community elects people to do the business of the City. The elected officials keep pushing off <br />to committees, the public and the voters decisions that need to be made at this level. <br /> <br /> Mr. Pico felt it was the people' s right to vote and express their opinion. <br /> <br /> Mayor Tarver felt that public hearings would be taking place on anything that goes on <br />the ballot. <br /> <br /> Ms. Dennis asked if staff would like help to prevent slipping of the process. <br /> <br /> Mr. Swift stated that staff could expedite what is being done by one month. The <br />difficulty is the timing. The last couple of weeks in Deeember is a difficult time to get work <br />done and falls right in the final editing stages. It would go quicker with a consultant because <br />that person can be given an element or two and can write it. We don't have a consultant that <br />anyone on staff is comfortable with, that material can be handed to and staff can say update the <br />noise element and incorporate the revised policies. Staff will have to go through the process of <br />selecting a person. The unknown timeframe for the review by the various bodies is far more <br />critical to the overall processing than what you can save in terms of a month in the outset. The <br />Council is in the position to give direction to expedite this. There is no reason why the Planning <br />Commission or any other committee has to wait two weeks between meetings. They can meet <br />every week or every other night, and have done so on other projects. <br /> <br /> Mayor Tarver commented that there is an accelerated timetable that gets this to the <br />Council in mid-July. Is there anyway, without hiring the consultant, to take this back to the <br />Planning Commission, General Plan Steering Committee and other commissions that it needs to <br />go back to, to develop a timeline that achieves that goal and ask them to review the timeline and <br />the processing to see if it is possible to do this? <br /> <br /> Mr. Swift replied that it all depends on how they review the plan. There are six months <br />and with direction from Council the public hearings can take place. <br /> <br /> Mayor Tarver commented that there is a way to get this done by mid-July without putting <br />any more money into it. If the timetable is created, you work with the commissions about how <br />to get the information they need in a public arena so that this is completed by July 15th. He <br />would rather have staff work with the consultant, the Commissions, the Steering Committee and <br />subcommittees to come up with a workable plan to get this done by mid-July. <br /> <br />09/19/95 -20- <br /> <br /> <br />
