Item 4q <br />Proposed consultant contract for nrenaring the General Plan Environmental Impact Report <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Michelotti, to authorize the City Manager <br />to execute the subject contract for consulting services with Mundie and Associates. <br /> <br />The roll ~all vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 7b <br />DesiRn review 00tions for individual projects within commercial PUDs. (SR95:298) <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> Mayor Tarver asked if staff felt comfortable by-passing the Planning Commission and <br />Council and letting the staff do it? <br /> <br /> Mr. Swift stated that staff felt comfortable making the decisions, but felt the process of <br />going to a Planning Commission and City Council adds to the quality of applications and <br />provides public input. <br /> <br /> Ms. Mohr asked if staff approves something, doesn't that action automatically get noticed <br />to Council? <br /> <br /> Mr. Swift stated that Council gets noticed but may not necessarily see the applications. <br />One of the options is that if Council wanted to delegate these kinds of things back to staff or to <br />the Planning Commission, staff might incorporate some type of referral so Council might see <br />what is proposed. If Councilmembers were interested, they could contact staff directly. <br /> <br /> Mayor Tarver opened the public hearing. <br /> <br /> Pat O'Brien, 27 Castledown Road, stated that in this competitive environment, anything <br />that can be done to tighten the process is a plus. He felt the Planning Commission seemed <br />sufficient. Council has big issues to deal with and felt that the ordinary course of business <br />should move along. He suggested Council approve Option 2, letting the Planning Commission <br />process minor modifications with the appeal to Council. <br /> <br /> Ms. Michelotti commented that the Council gets notice of the Planning Commission <br />hearings. If someone has a question or plans on attending the hearing, that Councilmember <br /> <br />09/19/95 -22- <br /> <br /> <br />
