Item 4q Proposed consultant contract for nrenaring the General Plan Environmental Impact Report It was moved by Mr. Pico, and seconded by Ms. Michelotti, to authorize the City Manager to execute the subject contract for consulting services with Mundie and Associates. The roll ~all vote was as follows: AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None Item 7b DesiRn review 00tions for individual projects within commercial PUDs. (SR95:298) Mr. Swift presented the staff report. Mayor Tarver asked if staff felt comfortable by-passing the Planning Commission and Council and letting the staff do it? Mr. Swift stated that staff felt comfortable making the decisions, but felt the process of going to a Planning Commission and City Council adds to the quality of applications and provides public input. Ms. Mohr asked if staff approves something, doesn't that action automatically get noticed to Council? Mr. Swift stated that Council gets noticed but may not necessarily see the applications. One of the options is that if Council wanted to delegate these kinds of things back to staff or to the Planning Commission, staff might incorporate some type of referral so Council might see what is proposed. If Councilmembers were interested, they could contact staff directly. Mayor Tarver opened the public hearing. Pat O'Brien, 27 Castledown Road, stated that in this competitive environment, anything that can be done to tighten the process is a plus. He felt the Planning Commission seemed sufficient. Council has big issues to deal with and felt that the ordinary course of business should move along. He suggested Council approve Option 2, letting the Planning Commission process minor modifications with the appeal to Council. Ms. Michelotti commented that the Council gets notice of the Planning Commission hearings. If someone has a question or plans on attending the hearing, that Councilmember 09/19/95 -22-
