Arnold Abrott, 4537 Mirador Drive, stated he supports the raised concrete median island <br />at the Bernal/Mirador intersection. He felt this was a permanent way to prohibit left turns. The <br />length of the signing and striping plan should be extended to the Independence intersection to <br />better define the left turn lane. This would preclude anyone from cutting into this lane to make <br />an illegal left turn into Mirador from Bernal. This would require an additional 190 feet of raised <br />concrete median. He did not feel the raised rumble strip would deter left turns. <br /> <br /> Gerald L. Severin, 4513 Mirador Drive, stated alternative #1 does not satisfy the intent <br />of the motion that was passed to "prevent" left turns on Mirador. He felt alternative #4 was the <br />best solution and fits in with the barrier at East Angela Street to the Bernal entrance to St. <br />Augustine's Catholic Church. <br /> <br /> Pat Murray, 4470 Mirador Drive, stated that the school children use the rumble strips <br />to try and beat traffic. She asked why signs restricting left turns for construction vehicles only <br />couldn't be installed. When the Shapell property was approved, there was a restriction to <br />prevent any heavily weighted vehicles from using the adjacent streets (Mirador, Angela, and <br />lqeal). <br /> <br /> Ms. Michelotti asked if Ms. Murray was suggesting the street not be opened until the <br />construction is over. <br /> <br /> Ms. Murray stated that the street should be closed if heavy vehicles are the concern. She <br />felt another couple of months won't matter. Rumble strips aren't the answer. She felt during <br />the heavy construction truck commute time, a sign should be put up stating construction vehicles <br />only. <br /> <br /> Karen Ku~, 4524 Mirador Drive, asked Mr. Lum when the homes by Shapell were in <br />fact being started, since the gated entrance had been down four days. She did not feel the <br />construction of these homes would have a great traffic impact and felt that the barrier should be <br />put in. Alternative #4 was her choice for the barrier. <br /> <br /> Mr. Lum stated that there might be some construction now being done, but he had not <br />been able to finalize a start of construction for the twenty-one homes. <br /> <br /> There being no further testimony, Mayor Tarver closed the hearing. <br /> <br /> Ms. Michelotti preferred the staff recommendation and the Police and Fire Department <br />recommendations, because she felt this is a public safety issue. She felt alternative//4, the <br />concrete barrier, extends the Police and Fire Departments response times. <br /> <br /> Ms. Mohr stated that staff felt the rumble strips and bumps were effective and <br />enforceable and felt that was the best alternative from the Police and Fire Departments response <br />time issue. <br /> <br />08/22/95 -5- <br /> <br /> <br />
