Ms. Mohr asked for clarification about two alternatives as to construction traffic. Are <br />the alternatives either to keep Mirador closed and let the trucks come up directly off Bernal, or <br />to put the barrier up and require the gravel and concrete trucks, workers, etc. to come down <br />Angela as well as Mirador. <br /> <br /> Mr. Lum stated those are the essential options. <br /> <br /> Mr. Pico indicated that it was likely that those trucks would be coming from the quarry <br />area off of Bernal or Stanley and matting only right hand turns into the project. When they <br />wanted to come out, the trucks could make a right turn onto Bernal and go back to First Street. <br />This route could be suggested. <br /> <br /> Ms. Dennis stated that the developer could be encouraged to use that route for the trucks <br />delivering materials. <br /> <br /> Mayor Tarver opened the public hearing. <br /> <br /> Mr. Jim Duncan, 617 Angela Street, stated that the gate at the south end of Mirador at <br />Bernal keeping the street closed, has been removed for four weeks to facilitate the construction <br />of the new homes that are being built on Genevieve Court. There has been no turning <br />restrictions placed on the intersection yet. None of the safety concerns considered in the past <br />has appeared. He asked if any Councilmember has seen any stacking of traffic in a westerly or <br />easterly direction at the Independence or Mirador intersections. <br /> <br /> Mr. Pico stated the road is still blocked before Angela and that you cannot get through <br />on Miradot. <br /> <br /> Mr. Duncan stated he was talking about the traffic from Bernal. He asked if the <br />Councilmembers had gone down there to see what the conditions were. He felt because the <br />restrictions were approved for that intersection, Council was not interested in whether it was <br />working properly without the turn restrictions. He asked which Councilmembers objected to the <br />rumble strip and raised buttons alternative. <br /> <br /> Mayor Tarver replied that the Council's original motion was for a barrier that would <br />prevent left turns. When Councilmember Dennis and the Mayor went through the area they did <br />not feel the rumble strip and raised button alternative would effectively prevent left turns. <br /> <br /> Mr. Duncan asked if the Fire Department and Police Department were asked which <br />barrier was best for emergency services. He had called both departments and was told that both <br />departments prefer the rumble strip since it does not interfere with their response times.
