Ms. Mohr stated that gravel and concrete trucks will also be using those streets. She <br />asked if those trucks are capable of making U-turns at Amanda. <br /> <br /> Mr. Lum stated that it would not be a safe U-turn for those trucks as they would have <br />to make several turns to complete the U-turn. He stated the larger trucks would probably use <br />another street like Angela (off of Bernal) or Neal Street (off of First). <br /> <br /> Ms. Michelotfi stated that because Miradot would be open, trucks could come down <br />Mirador to the site. <br /> <br /> Ms. Mohr asked if there was a designated haul route as a condition of the project. <br /> <br /> Mr. Lum stated that there isn't a condition for a designated haul route as it relates to <br />constructing homes, such as them is in subdivision work. It could be suggested that the <br />developer use a particular route if the City favors one. The developer may accept that and <br />manage the access accordingly. <br /> <br /> Mayor Tarver inquired whether staff objected to keeping the street closed until <br />construction is finished, because it will take a long time to complete the construction. <br /> <br /> Mr. Lum stated the developer could not give him a firm date when the construction will <br />commence. It could be six months to one year and for that reason staff felt the issue should be <br />decided now and the barrier constructed. If the matter were deferred, the barrier would also be <br />deferred indefinitely. If Mirador is left closed and the barrier is deferred, then only construction <br />vehicles would be able to make left turns. It would not be open to traffic and traffic would not <br />be able to proceed on Mirador. <br /> <br /> Mr. Pico observed that as homes are constructed and become occupied, those people <br />would also be able to make left turns. <br /> <br /> Mr. Lum agreed. Once the homes become occupied it raises issues as to whether the <br />street can be kept closed. Technically, once the tract is accepted, it becomes a public street. <br /> <br /> Mr. Pico asked why alternative #1 does not have an extended area; does alternative #1 <br />with the rumble strips only cover directly in front of Mirador Drive? <br /> <br /> Mr. Lum replied yes, but it could be extended. <br /> <br /> Ms. Mohr asked to clarify what the rumble strips would look like. She asked if the <br />triangle things you see when you come down Bernal are rumble strips. She asked whether <br />people made illegal turns where the City has those controls. <br /> <br /> Mr. Lum replied the rumble strips have been very effective where they have been <br />installed.
