PUBLIC HEARINGS AND OTHER MATHERS Item 5a Barrier for !eft turn restrictions at Bernal/Mirador. (SR95:278) Randall Lum presented the staff report. Mayor Tarver asked if it would take four weeks to complete Option 4, the two foot wide cobblestone island. Mr. Lum replied that it would take four to five weeks to complete that option. Ms. Dennis asked about the legality of a U-turn, in that a 200 foot line of sight is needed. She asked if it were necessary to have the two foot barrier in Option 4 go to Independence or could it be moved up the hill; and how long does it need to be? Mr. Lum indicated the sight distance is not good but exceeds 200 feet as you move up the hill. At the end of the extended island, the sight distance is about 500 feet, but up the hill it decreases. There is more than the 200 feet required, so legally a U-turn can be made. Mayor Tarver referred to U-turns made on Bernal to get to the school fields and asked why staff did not recommend putting in double yellow lines and mark it so U-turns cannot legally be made there? Mr. Lum stated that staff did not believe that most people will use that as a U-turn. He felt restriping it now in advance might avoid the problem. The striping would not, however, extend to Amanda Place, so the U-turn could still be made there. Ms. Michelotti queried whether a truck route had been suggested for the homes to be constructed on Genevieve Court. Will trucks go up to Amanda Court and turn around or would they go to Angela, Mirador and then to Genevieve? She asked that this issue be discussed with Shapell. 08/22/95 -2~
