Mr. Van Gelder stated that if the City doesn't think in advance of what it wants there, <br />the City could have a problem area. The plan does contemplate the increase of the 580 and 680 <br />corridor for high occupancy vehicle lanes. His opinion was that it was more likely to happen <br />and provide more utility in the five to ten year future than an Altamont rail. There are real <br />challenges to continue public transportation funding. <br /> <br /> Ms. Mohr asked if the Altamont Rail Committee was still meeting. <br /> <br /> Mr. Van Gelder stated the San Joaquin side has its sales tax monies plus some other <br />monies to implement its part. The Alameda County side has no money in it. The Committee <br />is still active and still seeking money. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Dennis, that Resolution No. 95-97, be <br />adopted, appropriating $15,000 for a combined study and adopting the Tri-Valley Transportation <br />Plan/Action Plan for Routes of Regional Significance. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br />Item 6_i <br />Approval of Annual Traffic Counts for Baseline 1995. (SR95:223) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Ms. Dennis asked over what length of time was the peak traffic measured for a.m. and <br />p.m. traffic. <br /> <br /> Mr. Van Gelder stated the traffic measurements are taken off the traffic signal detectors <br />in fifteen minute increments. Four cycles are taken and the largest counts designate the peak <br />hour. Staff reviews a week of measurements. <br /> <br /> Ms. Mohr suggested that the TSM Manager get businesses to stagger their work release <br />hours, to help avoid the heavy traffic congestion. <br /> <br /> Mayor Tarver asked if multiple BART stations were considered? <br /> <br /> Mr. Van Gelder stated that only one station is considered in the model because the other <br />station is not approved yet.
