Mayor Tarver asked if businesses are doing flex hours and if the TSM is effective, could <br />the "peak hour" be extended and might that affect when and how we measure the peak hour <br />traffic? <br /> <br /> Mr. Van Gelder stated that the staggering of work hours is effective. If the 20-30 minute <br />peak is moved a little, you will have a major improvement on how an intersection works. <br /> <br /> Mayor Tarver asked if the employee survey of 1992 was used for trip projections. When <br />would it be changed? <br /> <br /> Mr. Van Gelder stated that every three or four years we look at the trip distribution to <br />adjust the model. The last look had minor variations in the distribution. The distribution will <br />be looked at again in the next twelve to eighteen months. He described how the traffic was <br />counted and the model updated. Staff could look at amplifying the information on the problem <br />locations and making sure not a lot of time is spent on the non-problem locations. <br /> <br /> Ms. Dennis asked if the public could have available a list of the top twenty worst <br />intersections to see when the peak times are so they could avoid them. <br /> <br /> Ms. Michelotti asked if ramp closures, etc. are taken into consideration in the traffic <br />counts? <br /> <br /> Mr. Van Gelder stated when the build-out model is made, staff will start with the current <br />year base and add to that. If the current year base is impacted because of a closed ramp, then <br />it will be adjusted to show that. <br /> <br /> Mayor Tarver suggested writing a letter to the Air Quality Management District asking <br />it for information the City needs based on the employers asking for the different reporting <br />process on trips. He asked if the City will get to 1.38 vehicle ridership by 1998, and if not, <br />what can be done about it? <br /> <br /> Mr. Van Gelder stated staff has not worked closely with the Air Quality people but he <br />was sure that the information is already available.
