Mayor Tarver stated that part of the hold-up of the Tri-Valley CVB is that the structure
is already in place, which made the other cities feel as if they were joining Pleasanton. He
wanted to hear the Council from San Ramon, Livermore and Dublin discuss the concept of a
Tri-Valley CVB and get a decision on whether or not that is going to happen. He felt that he
was skeptical of reinvesting $106,000 in the Pleasanton CVB to hire an Executive Director who
would potentially hire a Sales Director and Executive Assistant and build up some resistance to
the Tri-Valley CVB because our own structure would be in place rather than working
cooperatively to set it up now. He felt our staff is doing the work to try and get the Finance
Directors together to agree on a share and move the City Managers to a Tri-Valley CVB
commitment. He felt rebuilding the Pleasanton CVB would be fruitless versus beginning the
Tri-Valley CVB process.

Mr. Pico stated he was concerned about funding something that doesn't exist, that just
has a temporary person answering phone lines, and has no professional staff to support upcoming
events. He encouraged the creation of a Tri-Valley CVB and felt there is an opportunity now
to work towards that direction. He suggested that the funding not be taken away from the CVB
but felt he was not prepared to fund them for a full year. He thought that the funding approval
should be modified to fund the CVB for the first half of the year and asked that it come back
to the Council prior to the end of the year with an updated report of what actions it has
accomplished and what its goals are.

Ms. Michelotti stated that the CVB has brought new activities and things to stimulate the
- economic development of the City. The budget item has already been passed giving it the
$106,000 funding for the coming year. She felt that the CVB has next year, before the next
budget, to get the Tri-Valley CVB in place. When other cities and other memberships come on-
line with the Tri-Valley CVB, Pleasanton's funding should diminish.

Ms. Dennis stated that the current situation of the CVB has alarmed Council but felt that
it is in a grow or die situation. She felt if there is not progress on the Tri-Valley CVB she hoped
the CVB would be willing to work with staff to see if it is organized in the most efficient way
possible for the sake of the City.

Mayor Tarver preferred the CVB to come back in six months with an information report
as to its progress. He stated if the goal is the Tri-Valley CVB then it should take the time now
to make it happen and not come back in a year asking for funding for the Pleasanton CVB while
still working on the Tri-Valley CVB issue. He felt that the CVB has to understand that
Pleasanton is interested in forming the Tri-Valley CVB.

Ms. Mohr requested a six month review even though full funding will be given. Should
the Tri-Valley concept not work, she did not want to lose the Pleasanton CVB. She wanted to
see the CVB sustained with the hope of extending it into the Tri-valley area.

08/07/95 -20-
