position but it does take support of the cities around us to support it structurally. It might cause
a reorganization of the Board of Directors as well as a complete reorganization of the staffing.
Holding back the funding isn't recommended since the CVB has on-going operational costs. She
has talked to the president of the organization when she heard that CVB would be reorganized
and felt that it had made an interim decision. As to the interim needs, the CVB would fill in
staff on a temporary basis. Ms. Acosta recommended Council retain the $106,000 budget and
continue to support the efforts to form a Tri-Valley CVB.

Mayor Tarver opened the matter for discussion.

Skip Hinsley, 3180 Santa Rita Road, stated that the CVB is in concurrence with the staff
report, that the CVB is in the process of hiring an Executive Director and had narrowed the list
to three candidates. Representatives from the sister cities were invited to be involved in the
decision to choose the candidate. The Executive Director position is being taken seriously
because that person will developing the present CVB into a Tri-Valley CVB. The CVB Board
was made up of successful business owners and people in the hotel industry. The Board
understands that the Tri-Valley CVB should include representatives from other cities and
possibly the restructuring of staff.

Mayor Tarver asked if there was any staff currently working in the CVB and what was
the time line for being fully staffed.

Mr. Hinsley stated that there is a part time temporary clerk who answers phones that took
over when the Administrative Assistant resigned. He felt that the Executive Director would be
on board by Labor Day, and within two weeks the Director would then hire an Administrative
Assistant. With input from the cities that would be involved with the Tri-Valley CVB, that a
Sales Manager position would then be considered.

Mayor Tarver asked if there was a plan to get the Tri-Valley CVB completed.

Mr. Hinsley stated the CVB wanted it complete as soon as possible. He was working
with the City Manager's office as well as other staff in the cities but the process will take some
time to complete.

Ms. Mohr asked what Pleasanton's financial investment will be in the Tri-Valley CVB.

Mr. Hinsley said he did not know.

Ms. Acosta stated that the finance directors would be meeting on August 10 and at that
point a formula would be devised for dividing the costs between the cities and the Bureau.

Ms. Mohr asked how much larger the staff might be for the Tri-Valley CVB as opposed
to the current CVB.

08/07/95 - 18-
