involved. He met with the Gold Creek Homeowners Association and received a unanimous <br />approval by its Board of Directors. The project cost is three and half million dollars. The <br />property taxes are close to forty thousand dollars. They are proposing to finish the scenic <br />corridor and create plazas on the comers of Foothill and Heasant Hill Roads. <br /> <br /> Barbara Knuppe, 4545 Crow Canyon Place, stated that they have held informational <br />meetings and have worked with the Planning staff to meet the conditions of this project. One <br />son runs the day to day operation of the business, and their other son is part of the construction <br />aspect of the rent-a-space operation. They have controlled access to each space, provided yard <br />security and put in lighting that will not disturb neighbors. As added security, they request <br />fingerprints, photographs and a proper address (no P.O. Boxes) for the people to whom they <br />rent. Live-in managers provide additional security. They become part of the community when <br />they build a project. <br /> <br /> Mr. Knuppe then presented his slides of the site. He discussed how he brought two of <br />the self-storage owners to Pleasanton and that there had been no problems with their businesses. <br />He stated that the property is properly zoned for the intended use and is compatible with the <br />General Plan. <br /> <br /> Jerry Loving, architect for the project, stated that this is a family project and his fifth <br />with the Knuppe family. This use is a permitted use and that they are not looking to rezone this <br />property. This is a site surrounded on three sides by public streets. None of the residential area <br />fronts on Pleasant Hill Road. There are no homes that face on this property across the street <br />from-the site and this large street provides an access point and buffer from the neighborhood. <br />They would like to extend the park-like feeling in and around the site and would like to complete <br />Foothill Road. The only entrance possible is off Pleasant Hill Road and when looking at the site <br />you would not see the interior. He has tried to implement the suggestions by the City's design <br />review experts, keeping a commercially aesthetic approach. There will be twenty-four hour <br />security. The negative declaration shows that this project is compatible with the General Plan <br />and this site has been designated as a commercial site for a fifteen year period. This building <br />will be beautiful in the commercial sense, but residential in design character. The applicants <br />own the land, will be putting in beautiful landscaping, are flexible, and will be using long lasting <br />materials. <br /> <br /> David Trotter, 119 Allen Court, Manager, stated he was a current member of the Moraga <br />Planning Commission. He was in support of the appeal. A community need had been filled in <br />the town of Moraga by Mr. Knuppe's self-storage project. Moraga has had no complaints <br />regarding the 5A property, including no complaints about traffic and noise. <br /> <br /> Ms. Dennis asked what was the community feeling like when the application was heard. <br /> <br /> Mr. Trotter stated the community feeling at the time was against the 5A project, but the <br />Town Council in Moraga upheld the appeal and directed the Planning Commission to approve <br />the use after certifying the negative declaration. <br /> <br />08/01/95 -6- <br /> <br /> <br />
