Keith Wardin, 2931 Liberty, felt the issue was the priority of a neighborhood and not the
community. He hoped the Council could view the issue as a decision that must be made in the
interest of all the community and that no neighborhood is any better or more equal than any
other neighborhood.

Jim Garrido, 4253 Mirador Drive, urged Council to open Mirador with restrictions. He
stated that as you come down the hill, vegetation has been planted which will block visibility.
He felt this meant the safety issue had not been looked into. He stated that in a few years the
trees will block off the visibility of cars coming down the hill from persons trying to turn left
from Mirador to Bernal. He felt safety was really the issue.

Roger Harris, 4842 Cobbler Court, stated that Mirador should be viewed as to how it fits
into the traffic pattern of the City. He didn't feel there would be more traffic or cut-through
traffic than normal by opening up Miradot. He did not feel the issue regarding the building of
21 new homes along Mirador had been addressed. Mr. Harris stated with left hand turn
restrictions, these new homeowners will not easily be able to get to their homes. The new
homeowners will be forced to go into another development to get to their residences.
Mr. Harris showed a map and stated the ratio of the residents in the area is 8 to 1 in favor of
opening Mirador with no restrictions. He urged Council to act upon the majority
recommendation and open Mirador with no restrictions.

Mayor Tarver asked Mr. Harris about the map he provided. He asked if the green
_ colored houses were the residences that had signed the petition wanting Mirador open with no
restrictions.

Mr. Harris stated yes, the green houses were residences that wanted Mirador open; the
white houses were residences that they were unable to contact; and the red houses were
residences that wanted Mirador open with restrictions, or they had written a letter to the City
stating their desire to have Mirador not go through or wanted to have restrictions, or they were
persons that are known not to want the street to go through or be open with restrictions.

Ms. Mohr stated two people from the white houses on the map had called her. One
resident on Bonde Court wants restrictions and one on Abbie wants no restrictions.

Mr. Pico stated that his concern was that most of the red homes were on Kottinger and
Mirador between Abbie and Neal. He stated that the cut-through traffic coming from those areas
would be the heaviest.

Pat Murray, 4470 Mirador Drive, felt her safety would be jeopardized if Mirador is open
without restrictions. She stated that she is unable to back out of her driveway because other car
drivers do not stop at the four-way stop sign. She stated she would be at fault if another driver
hits her car when she is backing out of the driveway.

06/27/95 -7-
