Gerald Severin, 4513 Mirador Drive, stated he would like to see Mirador Drive open
with left turn restrictions. Mr. Severin stated that he felt the staff report neglected the safety
problems. He thought that opening Mirador would increase the cut-through traffic, which is
doing 50 MPH when the posted speed limit is 35 MPH. He also felt the stacking lane was
substandard and would open the City to litigation should an accident occur.

Jeff Colvin, 1726 Orchard Way, urged the Council to support the recommendation of the
Subcommittee to open Mirador Drive with no restrictions.

Arnold Abrott, 4537 Mirador Drive, urged Council to open Mirador with left turn
restrictions. He felt there was a safety hazard making left turns. The left turn lane on Bernal
has a marked length of 192 feet on Bernal between Mirador and Independence. He stated that
the one lane must handle traffic making left turns from Bernal to Miradot as well as the left turn
traffic from Bernal to Independence. Opposing directional traffic using the same lane to make
left turns would create a safety hazard.

Christine Bright, 807 E. Angela, requested Council to open Mirador with no restrictions.
She lives at the top of Angela and believes that if the restrictions are imposed, the traffic will
continue east on Bernal to Angela, which she felt will increase traffic on her street.

Gerald Haynes, 45 12 Mirador Drive, felt the main issue of opening Mirador Drive is
safety which he felt the staff report did not address. He stated that previously he used Bernal
to go to work and he admitted that it was easy to travel over the speed limit going down the hill.
He felt that opening the street up with left hand turn restrictions is a compromise position that
had great appeal. He urged the Council to adopt that.

Robert Cordtz, 262 West Angela, asked Councilmember Pico if he had a conflict voting
on this issue since he lives off Miradot?

Mr. Pico stated that he had checked with City Attorney previously and he felt there was
no conflict of interest.

Mr. Cordtz stated he took offense that Ms. Dennis called Cal Trans for information when
the City staff is well educated. He felt that the staff report was well thought-out in all aspects
of the issue. He urged the Council to open Mirador in accordance with the staff
recommendations.

Russell Johnson, 4407 Mirador Drive, (comments read from speaker card). He was in
favor of opening Mirador Drive with the fight turn only restrictions. He also asked that the
speed limit signs be posted.

Nancy Meyer, 709 Kottinger Drive, (comments read from speaker card). She felt access
to Mirador should be restricted.

06/27/95 -6-
