June Duncan, 617 Angela Street, stated there are 68 homes between Angela, Mirador and
Bemal (Bonde Court, Abbey Street, Genevieve Street). Those homeowners have to go down
to Mirador and go out Windmill Lane or out Angela Street and felt that sight distance is very
poor in that area. Ms. Duncan stated she is for opening Mirador with no restrictions.

Darrell Kearl, 4524 Mirador, requested Council to open Mirador with restrictions. He
stated that he lives on the east side of Mirador and his home is on the comer. He stated that
the four-way stops don't work and that he has trouble getting out of his driveway. In the 20+
years his children have attended Valleyview School, there has always been a problem making
a right tum into the school and looping around to make a left turn out. He stated that he was
concerned about the traffic coming from Vineyard turning left and going in front of Valleyview
School. He stated that the school traffic is heavy with mothers in mini vans holding up traffic
to get their children on their way without being tardy for school. Mr. Kearl felt it would be
unfair to open Mirador without restrictions until the whole area is built out and the City will be
able to tell more about the traffic situation.

Kathryn Frye, 874 Bonde Court, stated that a previous audience member had mentioned
that the General Plan says that it wouldn't have streets that impacted local traffic. Ms. Frye
stated that she felt that people have forgotten that local traffic is just not the traffic on Mirador.
Ms. Frye urged the Council to open Mirador with no restrictions.

Art Tenbrink, 4265 Mirador Drive, suggested that Council slow the traffic down on
- Mirador.

Norman Hansen, 3263 Vineyard Ave.,//43, felt that if the Council couldn't keep the
Mirador extension from opening then the Council should not be allowed to put traffic restrictions
on Mirador.

Brian Wiley, 4572 Las Lomitas - (not present). His card reads that he is against
restrictions on Mirador Drive.)

William J. Dengler, 4745 Peaceful Lane, stated that in 1982, he was assured by the
Planning Department that Kottinger would be open when Bemal went through. He stated that
he felt this is a dangerous situation in Old Town. He lives on the comer of Abbey and Peaceful
Lane and feels it is a racetrack going through there. Mr. Dengler stated that Mirador should
be open with no restrictions.

Bert Felix, 2860 Garden Creek Circle, asked if a majority is needed to pass a motion or
is a consensus enough?

Mayor Tarver said for the General Plan Subcommittee purposes, a consensus was a large
majority of the group agreeing to something; if the Subcommittee were divided, it would not be
considered a consensus.

06/27/95 -8-
