Mr. Van Gelder stated that the difference in the Abbie/Peaceful Lane/Windmill traffic,
by opening up Mirador, is that 3/4 of the trips are to go to work and the shortest way to get to
the freeway would be to go to Bernal, rather than backtrack through the neighborhood.

Mayor Tarver stated that Windmill has 1200 cars on it now and opening Mirador drops
it to 750 cars. He stated that 450 cars are using Windmill Lane, Peaceful Lane and up Abbie
to get to Mirador, which is the longest route to get to the other side of town.

Mr. Van Gelder stated that was correct.

Ms. Mohr asked if there were a way to estimate car trips?

Mr. Van Gelder stated that Planning uses 10 car trips per day per household.

Mr. Pico stated that along Bernal at Windmill there is a deceleration lane and a left turn
pocket. How long is the left turn lane? Mr. Pico asked if there is an acceleration lane for a car
coming out of Windmill and turning right onto Bernal? He then asked if there is a separate left
turn deceleration lane at First? He asked why, with a signalized intersection at Independence
and a left turn onto Mirador from Bernal, and with higher projected traffic volumes than on any
other streets, that the City doesn't have left hand turn lanes in both directions? He questioned
restriping to create two separate left turn lanes (one from Bernal west to Independence and one
from Bernal (east) to Mirador). If that occurred, would there still be a bike lane and
acceleration lane? Mr. Pico stated that when the Council originally voted to let Mirador be
extended but to refer the matter the General Plan Steering Committee, he had asked if the
distance between Mirador and Independence was approximately 500 feet.

In response, Mr. Van Gelder stated that he did not know the length of the left turn lane
along Bernal at Windmill; there is a bicycle lane but no acceleration lane; he did not recall a
separate deceleration lane on First. Mr. Van Gelder stated that there was a twelve foot wide
two way left turn lane and from the edge of that turn lane to the curb is 26 feet; five feet of that
is a bicycle lane, leaving 21 feet of space which could be made into two lanes. He stated the
reasons two left lanes were not added is that it is not typical in Pleasanton to have side by side
left turn lanes even though it could be done; it depends on the problem to be solved. Due to
the volumes to be handled, there are two way left turn lanes in various locations but with higher
arterial volumes. Mr. Van Gelder stated he did not remember be asked originally the distance
between Mirador and Independence, but he did measure the distance a few days ago and it is
approximately 200 feet. So, for purposes of storage, it is estimated 25 feet per car or 8+ cars.

Mayor Tarver asked how the intersections near Independence and Mirador will work;
fight now it has stripes so that you get two left turn lanes in opposite directions. He asked if
it will remain that way?

Mr. Van Gelder affirmed, stating it was operational with no changes planned.

06/27/95 -4-
