Ms. Dennis talked about potential conflicts when people would be travelling to
Valleyview School. They would be turning left from Bernal onto Mirador. At the same time,
people were wanting to turn left onto Independence from Bernal.

Mr. Van Gelder thought those maneuvers would not conflict.

Ms. Michelotti stated that she had received a call from a Karen Kearl who expressed
concerns over the staff report. Ms. Michelotti stated that Ms. Kearl had difficulty with the
stacking lane. Ms. Michelotti asked if Mr. Van Gelder would consider double striping the left
turn lanes to begin with, as well as providing a deceleration lane turning right from Bernal onto
Mirador. She asked if that could be done now. Ms. Michelotti asked if a raised median might
inhibit illegal turns.

Mayor Tarver stated that in the Kohl Business Park there is a left lane that is stacking
up. When the lane was originally put in, the City said that the left turn would be closed when
the stacking lane could not longer accommodate the number of carl; waiting to turn left.

Mr. Van Gelder said that the developer is considering offering the City a traffic signal
at that location.

Ms. Mohr asked if there had been any differentiation between weekend, church traffic
and weekday traffic.

Mr. Van Gelder stated some traffic counts included the weekends. There was not a
significant difference between weekdays and weekends.

Ms. Mohr asks if there were any traffic counts while school was in session and not in
session, and how that affected the other streets.

Mr. Van Gelder said that both sessions were counted, and there was a substantial increase
while school was in session.

Ms. Dennis asked if the traffic had been counted after the School District stopped school
bus service.

Mr. Van Gelder said the counts were done in September, 1993 but he couldn't recall
when busing had stopped.

Mayor Tarver asked if the conclusions in the staff report concerning various driving
routes were based on travel time. He observed that the Windmill/Peaceful Lane/Abbie route had
450 trips eliminated by opening Miradot, but it appears to be the longest route to get to
Valleyview School, versus using Kottinger.

06/27/95 -3-
