Jim Bahls, 6251 Corte Fuego, felt a school should be built on the Del Prado site but
urged the Council not to amend the General Plan. He stated he believed the School District
would probably get more money for the land once it is rezoned, and feels the property is being
sold too cheaply.

Ruth Preissman, 6186 Corte Santiago, stated that she would prefer a school at the Del
Prado site.

Ms. Dennis stated that the issue is where will the District build the next elementary
school. She stated that she did not agree with the School Board but felt that she must consider
starting the process. She felt that Del Prado could be an endowment for the attendance area and
hoped the residents would assist in the development of the alternative.

Ms. Michelotti commented that once the School Board made its decision, she didn't feel
it was the City Council's job to tell the Board to reverse it. It was the public's job to try and
get the Board to reverse the Board's decision. Ms. Michelotti felt it was the Council's job to
initiate the General Plan amendment. She originally was in favor of initiating the action to give
the public and the Del Prado residents the opportunity to look at the possibility of this particular
zoning or General Plan change. The developer has an option on the property and the School
Board has a tentative buyer for that property. Unless the developer and School Board are able
to go out and get input from the community, the community will never have a chance to
respond. Ms. Michelotti mentioned that she lived near a school site that was sold and the homes
built there actually raised property values; and she also mentioned that the City turned down the
option to buy the Del Prado site for a park. Ms. Michelotti felt the School Board's decision
had already been made and that she supported amending the General Plan outside the General
Plan update process.

Ms. Mohr stated that she never refused rezoning the property. She stated that there was
never a proposal to rezone the site before. Ms. Mohr now feels the property should be sold now
so the money can be invested in our children's education, not in increased property values that
may or may not happen. Ms. Mohr stated that she wanted to discuss whether or not it is time
to generate the General Plan amendment, and it was her feeling that putting off the sale could
possibly benefit kids in the future but Walnut Grove needs help now and she didn't feel putting
the sale off would be a benefit to the community. Ms. Mohr stated that leaving the Del Prado
site zoned for a school didn't make sense and we should begin to look at all the alternatives
including the survey offered by the developer. She stated she is prepared to move forward.

Mr. Pico stated that he had reservations about the decisions made by the School District
on the selection of the Stoneridge site and the decision to surplus the Del Prado site. He stated
that he strongly supported the City acquiring this property and land banking it to allow some
time to go continue to work through the process and strongly supports that as an option.
Mr. Pico stated that going ahead with the General Plan amendment at this time is the only
reasonable extension of the process and the only way to continue dialogue with the School
District. He stated that he is willing to proceed with the staff recommendation but does not

06/20/95 -8-
