support the School District's recommendation and decision. Mr. Pico recommended that any <br />survey done for the developer be done by City staff to get an unbiased perspective of the <br />community. Mr. Pico said he would go ahead with this process but with the understanding that <br />the City should look at all of the potential uses for that site. <br /> <br /> Ms. Michelotti stated that after the June 8th meeting, she talked with five School Board <br />members who all agreed that Walnut Grove School would be a priority for use of the funds that <br />are realized from the sale of the Del Prado site. <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Dennis, to approve staff recommendation <br />to direct staff process a General Plan amendment independently of the General Plan update with <br />the provision that the Planning Commission and staff look at all potential uses and options for <br />the property. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr, and Vice Mayor Pico <br />NOES: None <br />ABSENT: Mayor Tarver <br />ABSTAIN: None <br /> <br />Item 6e (1) <br />Review and adoption of the 1995-96/1996-97 Operating, Budget, and Community <br />Development Block Grant Program. (SR95:205) <br /> <br /> Ms. Acosta presented the staff report. <br /> <br /> Ms. Acosta stated that there is also a suggested budget amendment to increase five <br />additional hours to the County Library. She also stated there was a minor budget amendment <br />for a replacement mower and some minor changes in revenue. Ms. Acosta stated staff is <br />recommending initiating a revolving trust fund for loans for improvements for downtown <br />businesses, which includes ten thousand dollars for that purpose over a two year period. Ms. <br />Acosta suggested the Council defer a decision on additional library hours, since the staff was <br />working on an additional library report (on which she would be working directing with the <br />Library Commission). <br /> <br /> Ms. Acosta stated that the Council recently looked at the $100 thousand undesignated <br />revenue and made a decision to put $30,000 in this first budget year for youth programs as a <br />one-time only grant. The Human Services recommendation for these funds is also included in <br />the budget. The remaining money will be used over a two year period for community programs <br />under the approved grant process. Last, the Community Block Grant Program is there for <br />Council's adoption. <br /> <br />06/20/95 -9- <br /> <br /> <br />
