The hardest part of doing anything new is finding the funds <br />to do it. <br /> <br /> Mayor Tarver was concerned that if a notice was put out to the community that <br />Pleasanton had these various programs, it might take the flexibility away. He also asked if there <br />are guidelines for all the other programs? <br /> <br /> Ms. Bengtson stated there are guidelines established. <br /> <br /> Mr. Pico stated he felt the guidelines were broad enough that almost any kind of an issue <br />could be accommodated. The program could be reviewed a year from now to see if it needs <br />modification. <br /> <br /> Ms. Michelotti stated that this is a one-time only funding that is available now. She <br />appreciated the Human Services Commission attempts to stretch this to two years, but she <br />questioned if it reaches the people most in need - the at-risk youth and that type of program. She <br />wondered how nonprofit organizations would fit into this. <br /> <br /> Ms. Bengtson stated the projects are targeted for at-risk youth, but are flexible and <br />equitable to everyone. <br /> <br /> Ms. Dennis applauded the idea of redoing the structure and felt that too much structure <br />kills creativity. She felt that even though there is not a large amount of money, the City could <br />make a grant to an organization for an innovative project it is doing. She felt that it would then <br />allow the community to step up and fill the void that exists. She felt that an endorsement from <br />the City was very powerful. <br /> <br /> Ms. Mohr stated that providing the guidelines also gives the community and organizations <br />a chance to know what the Council's capability is so that huge requests can't be honored alone, <br />and that there is an obligation to the whole community in trying to maximize the benefits. <br /> <br /> Mayor Tarver would like to see value-based or performance-based budgeting because <br />depending on how effective it is, he would like to see the program continued. <br /> <br /> Ms. Michelotti supported the staff recommendation, but has reservations that the City not <br />get in too much of a give-away mode. She looked forward to a detailed analysis of how the <br />program worked. <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Mohr, that Resolution No. 95-61, be <br />adopted, to amend the existing funding program to provide segregated funds. <br /> <br />06/06/95 15 <br /> <br /> <br />
