This <br /> is an attempt to begin the process to accrue the cost of necessary repairs. <br /> <br /> Mayor Tarver asked why we're not fully funding the replacement of the line. He <br /> questioned if this is the best or even a sufficient approach. <br /> <br /> Mr. Lum replied that the budgeting which is being done for the repairs is being <br /> incorporated into the rates which is minimal. It's impossible to estimate the full cost of repairs <br /> which is why minimal repair charges are all that's being required at this time. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Mohr, to approve the LAVWMA <br /> Long Term Replacement Financing Study. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Mohr, Pico and Mayor Tarver <br /> NOES: None <br /> ABSENT: Councilmember Michelotti <br /> ABSTAIN: None <br /> <br /> Item 6g <br />_ LAVWMA-EBDA Ne!~otiations - Status Report and Direction to COuncil Representatives <br /> (SR95: 163) <br /> <br /> Randall Lure presented the staff report. The LAVWMA General Manager has developed <br /> a counter-proposal to the May, 1994 EBDA proposal which improves the fixed buy-in payment <br /> schedule by lowering the interest rate. LAVWMA also received a proposal from the City of <br /> Hayward which indicated that it will accept a one-time payment $7.4 million for traffic <br /> mitigation fees or $1.5 million now and remainder of $10 million paid over time. This proposal <br /> assures disposal capacity rights combined with increase storage and treatment and a new export <br /> pipeline would provide disposal capacity for the build-out of Pleasanton, Livermore's and <br /> Dublin's General Plans. The essential issue is whether LAVWMA members are sufficiently <br /> satisfied that the counter-proposal represents the best deal the Valley can get from EBDA. Staff <br /> concurs with this recommendation and recommends the Council approve the counter-proposal <br /> to EBDA and that Council support the development of a counter-proposal to the City of <br /> Hayward. <br /> <br /> Mr. Pico asked how the capacity impacts growth projections and the population of the <br /> City. Mr. Pico asked about the wet weather capacity increases, how those figures are derived, <br /> and whether or not Pleasanton has a reserve capacity at the treatment plant that's adequate to <br /> continued growth in the interim.
