property is PUD (Planned Unit Develonment) RDR/LDR/A (Rural Density Residential/Low
DenSity Residential/AgriCultural) District. (IR95:29)

No action was required or taken on this item.

Itg~m 4i
Request to allow installation of Septic syStem at 5206 Foothill Road (SR95: 160)

Mr. Lum stated that Mr. and Mrs. Nelson are requesting City approval to install a septic
tank on their one acre lot. It is their intention to build a single family residence and the
Municipal Code requires City Council' s review and approval of all private sewer systems. They
also wish to begin construction of their home this year. The cost to extend the existing sewer
line to their residence is not practical. The development of the adjacent five lots is proceeding
and construction should begin this summer. That project will include a public sewer line which
the Nelsons will be required to connect to when completed and to pay a prorated share of that
construction. Allowing the Nelsons to begin construction now gives them a fall-back provision
should the Thomas construction be delayed.

Mayor Tarver asked if sewer service was imminent. He also asked if the Thomas
development will put utilities in before home construction begins.

Ncil Nelson, 3652 Shenandoah Ct., stated that he would like to proceed even though they
support the development next door and will participate in the City sewer service when it is
installed. He stated that he and his wife fully concur with the staff recommendation.

It was moved by Ms. Mohr, and seconded by Ms. Dennis, to approve the staff
recommendation.

The roll Call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, and Mayor Tarvet
NOES: None
ABSENT: Councilmember Michelotti
ABSTAIN: None

Item 6f
Review of LAVWMA Long Term Replacement Financing Study and Direction to
LAVWMA Representatives (SR95: 162)

Randall Lum presented the staff report. He stated that the replacement study is done
every two years to assure adequate replacement funding for LAVWMA facilities. The
LAVWMA General Manager projects the need to increase the replacement revenues by 62%

05/16/95
-14-
