Mr. Gary Schwaegerle, 189 West Angeles St., wanted the City to use its funds for
affordable housing for this site. He felt that if a school or park cannot be on this site, then
single family homes would be a good use.

Ms. Terri Sewell, 5034 Blackbird Way, would like the Council to go ahead with the
request the Stringer Co. has proposed. She felt the majority of the people in that area agree on
the sale of that property and supported improvements to Walnut Grove.

Mr. Dave Griffith, 5622 Paseo Navarro, again presented his facts and figures which he
believes justify a school on the site; he supported the Mayor's proposed meeting.

Mayor Tarver reiterated that the School District makes decisions on where to put schools
but the issue before the Council was whether to initiate a general plan amendment prior to
completion of the General Plan review.

Ms. Peggy Purnell, 2472 Via Delos Milagros, asked the Council not to change the
current land use designation on the property.

Ms. Sally Hill, 6860 Corte Sonada, would accept the decision of a different land use if
a school were impossible to put on the site, but felt the community hasn't had a chance to
express itself on the issue.

Ms. Gail Spielvogel, 5658 Paseo Navarro, encouraged the Council not to change the
land use designation on the property.

Ms. Margot Kelly, 5157 Independence Drive, agreed with the previous speakers. She
requested that the General Plan update be finished before making a decision.

Mr. Jim Bahls, 6251 Corte Fuego, felt that it was necessary to get the community and
the School Board to meet to address the issues and finally get some answers. Even though he's
in favor of building a new school on this site, the real issue is the existence of over-crowding
at the schools now.

Mr. Greg Evans, 5610 Paseo Navarro, felt the issue belonged with the School Board not
the Council but the School Board doesn't listen. Circumstances have changed since the 1983
study and decision to sell the property as surplus.

Mr. Greg Mix, Planning Consultant, also representing the School District, talked about
the public bid process and how a variety of agencies were contacted that might be interested in
this site. The offer from the Church group was the only offer but that did not work out. The
District then went through a bid process to attract an institutional buyer but a residential buyer
was the only result. He felt the District has gone through a lengthy process over the past 20
years and felt it now needs to move forward.

05/09/95 -9-
