Ms. Chrisfine Bourg, 4512 Second St., a teacher at Walnut Grove School, asked for the <br />General Plan update to be finished before making a decision. She felt there are few school sites <br />left in the city and realized Walnut Grove is over-crowded, but the School District tried to <br />change the school boundaries and the parents were adamant that they didn't want them changed; <br />they preferred to keep their children at Walnut Grove. She also felt the conditions giving rise <br />to the property as surplus has changed and are no longer valid after ten years of waiting. She <br />supported a public meeting. <br /> <br /> Ms. Kathy Rubin, 2256 Corm Melina, felt the state laws need to be changed regarding <br />the mandatory class size, school size, etc. She asked the Council to delay its decision. <br /> <br /> Mr. Eddinger emphasized that this is a School District issue and a lot of time and energy <br />are being wasted that could be used in a more positive manner. The School District has <br />discussed the issue many, many times, and believes it has made the right decision. He felt the <br />Council should allow the project to proceed. Let the neighborhood decide whether the applicant <br />should continue. <br /> <br /> Ms. Dennis stated that the community has not had the proper chance to discuss the issues <br />and she doesn't feel comfortable moving the process ahead without affording the community that <br />opportunity. She would like to wait for the General Plan update to be completed. <br /> <br /> Ms. Mohr indicated the developer is willing to use its time and efforts to poll the <br />neighborhood and felt the Council needs the input from the neighborhood group meetings before <br />a decision can be made. She'd like to see the issue settled before the General Plan comes up <br />for review. She supported a meeting before a neutral third party and input from the State <br />official. <br /> <br /> Mr. Pico questioned the issue of the school sites and the process to determine which <br />should be surplus property. He thinks the Master Plan needs to be revisited to see if it is still <br />valid. If this process is approved, the Council will undermine and compromise the integrity of <br />the General Plan update. He felt it's premature to take action at this time. The only unanimous <br />decision of the General Plan Steering Committee should not be ignored. <br /> <br /> Ms. Michelotti believes the School District has made its decision and the Council can't <br />reverse it. The community has the fight to try and get the School District to overturn its <br />decision. The Stoneridge site is going forward with a school, but there aren't monies to build <br />a school at the Del Prado site. She was in favor of allowing the developer to get the opinion <br />of the neighborhood. <br /> <br /> Mayor Tarver didn't feel comfortable about processing the General Plan amendment. <br />He felt that process is already started and that the developer may be wasting money and energy. <br />The City's General Plan process is going to cover all these issues and he doesn't want parallel <br />processes taking place. Mayor Tarver emphasized that this is a community and local issue.
