the neighbors. Regarding CEQA issues, he stated a school is the most intensive use, much
-- greater than a housing development.

There was discussion about how Mr. Bates planned to present his plan to the neighbors.

Mr. Bob Perko, 2274 Camino Brazos, supported the concept of the PUD and thought
there will be better reception for such housing in the neighborhood now than in the past.

Ms. Sherry Wip~i, 5788 Hansen Dr., discussed how her home borders this property.
She felt that Hansen and Black are a main thoroughfare with high volume Waffle and no stop
signs. She's against more housing because of the increase in traffic and over-crowded schools.

Mr. Chuck Eddinger, 3445 Touriga Dr., School District Board Member, appeared on
behalf of the District. The Del Prado site was one of five surplus sites that the School District
has decided to sell. Some School Board members have voiced a desire to spend the monies from
the sale of this property on the Walnut Grove school, to help with the over-crowding. State law
requires that funds from sale of surplus property be spent on capital expenditures. He agreed
with the developer, Stringer Co., that building homes on that property makes sense, since they
will be similar to the homes already there.

Mayor Tarver asked Mr. Eddinger if he were knowledgeable about a letter from the
Acting State Superintendent of Public Instructions, which states that a State representative is
willing to come out and facilitate meetings between the City, the School District and the
neighbors about disposing of surplus school property, school construction financing and facility
utilization.

Mr. Eddinger felt that it's appropriate for the State Superintendent to discuss how the
property can be sold, but that this is a local issue that has been decided. He stated that class
size does not affect school sites.

Mayor Tarver stated that he was prepared to convene discussions between the neighbors
and City staff and hoped the School District will be there to participate. He felt the people need
to be heard, need to hear the reasoning behind the sale and what can and will be accomplished
with the sale proceeds.

Ms. Michelotti requested clarification on the letter which was a response from the Deputy
Superintendent of Schools. She asked if there had been communication between the School
District and Delaine Easton's office on this subject. She also stated that the letter does not show
it had been copied to the School District or to the City, but is a response to Assemblymember
Sweeney's office. She again wanted to make sure there was communication between the two
offices.

Mr. Eddinger stated that Mr. Whittaker was called and asked about this letter and about
whether or not convening a group like this would in effect do anything. He stated that the

05/09/95 -7-
