No action was required or taken on this item. <br /> <br />Item 6e <br />Apnroval of Consultant for Traffic Modeling, including: <br />{a) Authorize the City Manager to enter into a contract wilh TJKNI Transportation <br />Consultants for a cost not-to-exceed $8,800 to prepare the 1995 Baseline Traffic Report and <br />General Plan Buildout Analysis. <br /> <br />If the Council desires to change traffic consultants staff further recommends that the <br />Council: <br /> <br />(b) Authorize the City Manager to enter into a contact with TJKM Transportation <br />Consultants for a cost not-to-exceed $19,700 to prepare the current traffic model for use <br />by other professionals, provide program documentation, and a licensed copy for use by <br />another consultant for the 1996 Baseline Traffic Report. (SR 95:113) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mr. Pico asked staff for an explanation of why Barton-Aschman's quote is three times <br />more than the TJKM quote. Are they proposing a more comprehensive analysis than TJKM? <br /> <br /> Mr. van Gelder indicated there is a learning curve for Barton-Aschman to learn the new <br />model and that it would take them three times the work to get to the same result as TJKM. <br /> <br /> Mr. Pico inquired if staff expected the second year's fee to be lower from Barton- <br />Aschman. Mr. van Gelder is not sure they would come in lower the second year, however, he <br />would hope they would. He feels that having two companies knowledgeable in the model would <br />keep the quotes competitive. <br /> <br /> Mr. Tarver asked how much money has been paid to TJKM. Mr. Lum stated $200,000 <br />has been spent in the last five years. Mr. Tarver noted his appreciation for staff's <br />recommendation; however, he is concerned that a monopoly has been created. He feels it is <br />unhealthy not having competitive bidding as well as having one firm doing a task for so long. <br />Mr. Tarver feels it would be beneficial to have more than one firm knowledgeable in the City's <br />traffic engineering process. It might lead to more competitive bidding. <br /> <br /> Ms. Dennis is uncomfortable with having only one person knowing how our model <br />works. She feels to protect ourselves, we should purchase the documentation of the model, <br />perhaps providing ourselves with some in-house expertise. Without the documentation, Ms. <br />Dennis believes we could not get a peer review of the information generated by the model. We <br />should start thinking long-term on this issue. <br /> <br />04/18/95 -8- <br /> <br /> <br />
