This informal study group formulated a preliminary description of what the project might <br />be, and they then met with the City Manager looking for guidance to take this project forward. <br />Mr. Dove reported to the City Manager and again so states that he has not talked to a single <br />person in the City who didn't have a relative who did not want to come to Pleasanton. Based <br />on the general question of knowing how much space would be needed, the group has talked to <br />at least eight existing facilities in the area. The managers of these facilities have stated that the <br />older relatives of the Bay Area's younger generation make up 75 % to 95% of their clientele <br />base. <br /> <br /> Mr. Tarver clarified that Mr. Dove went before the Housing Commission and they <br />approved the preliminary study. He asked Mr. Dove if the various bodies were comfortable <br />with crossing Commission lines. Mr. Dove feels the consensus was that this is a formative <br />survey trying to determine what type of proposal may come through. They are at that point <br />now. <br /> <br /> Mr. Tarver encouraged seeking Section II monies before these monies are eliminated by <br />the Federal Government. <br /> <br /> Ms. Michelotti advised that the Council had received a letter from Bruce Fielder of <br />Pleasanton Gardens supporting the assisted living facility on the proposed site as well as the <br />Section II application. The deadline for these monies is June. <br /> <br /> In response to Ms. Mohr, Mr. Dove felt that at least 50% of the visited facilities have <br />received HUD grants. Ms. Mohr would not like to preclude using HUD money, but inquired <br />of any restrictions involved. <br /> <br /> Ms. Dennis stated there are some guidelines as to the type of care aspects and what can <br />be reimbursed, design issues, and inability to prioritize Pleasanton residents first. <br /> <br /> General discussion ensued regarding the Councilmembers thoughts on prioritizing <br />Pleasanton residents and/or relatives of Pleasanton residents. Ms. Mohr stated her desire that <br />the Ridgeview Commons residents would be given first priority, followed by Pleasanton <br />residents. <br /> <br /> In an effort to get a Section II grant application in by the June deadline, Mr. Tarver feels <br />a task force should be implemented from the Housing and Human Services Commissions, and <br />perhaps a few residents. <br /> <br /> Ms. Mohr suggested this project be done under the auspices of one Commission <br />(Housing) with representatives from the other Commissions. <br /> <br /> Mr. Dove also advised that he has talked with ValleyCare to make sure no duplication <br />of services was involved. He also noted that another group in town having 4 1/2 acres <br />expressed an interest in continuing providing services where the City leaves off.
