Ms. Mohr gave the Council some background that in 1980 this area was identified for <br /> use as a Senior Center, a Senior Park and/or an Assisted Care facility. At the same time, she <br /> found that people coming out of the hospital had nowhere to go for this assisted living while <br /> making recovery. It forced them out of the area because Pleasanton didn't offer these services. <br /> She noted other proposals have never been fully developed. She is excited at finding a way to <br /> do this project and is in support of exploring this further. <br /> <br /> Mr. Tarver thought the study group could ask the Council if they thought there was a <br /> need for an assisted living facility, without spending $10,000 to make an assessment. Ms. <br /> Acosta interjected that a market survey should be completed. Mr. Tarver definitely supports this <br /> service and believes the location is excellent because of the proximity to senior housing and the <br /> Senior Center. He would like to involve the Human Services Commission. Mr. Tarver also <br /> commented on a meeting at the Pleasanton Gardens where a consultant discussed HUD Section <br /> II grants. He would like to see some non-profit group help the City apply for these grant <br /> monies. <br /> <br /> Mr. Pico agrees with Mr. Tarver, and wondered why this project is before the Council <br /> instead of the Human Services Commission and the Housing Authority. He feels these <br /> Commissions should be involved and making recommendations to the Council. He feels this is <br /> another example of not following the "process." <br /> <br /> Ms. Acosta stated it is valid to include the Commissions, but the study group is before <br /> the Council to get direction to go back to the Housing and Human Services Commissions. <br /> <br /> Mr. Pico feels the staff report does not indicate the study group would be referred back <br /> to the Housing and/or Human Services Commissions. He feels there are certain procedures to <br /> be followed. <br /> <br /> Ms. Michelotti asked that the public hearing be opened to hear more from Mr. Dove and <br /> their findings. <br /> <br /> Mr. Tarver advised that he has asked staff about the Affordable Housing Committee. <br /> Staff has asked for the committee to be consolidated. <br /> <br /> Ms. Dennis does not want to discourage ad hoc committees, and a process must be <br /> developed for these people to work through. <br /> <br /> Jack Dove advised the Council that he has been doing some investigation in this matter, <br /> and had presented during public comment to the Housing Commission a concern for this <br /> particular need. The Housing Commission gave approval for a committee to be formed which <br /> consists of three members of the Housing Commission, one member of the Planning <br /> Commission, one member of the Human Services Commission, and a resident in the <br />-- architectural field. <br /> <br /> 04/18/95 -11- <br /> <br /> <br />
