further noted that there have been several studies done in the assisted living field and the
information is readily available. He does not think meeting the June deadline is an impossible
task.

Ms. Mohr thanked Mr. Dove for bringing this issue before the public.

Ms. Dorene Paradiso, 3168 Paseo Granada, was the Human Services Commission
representative in the informal group. She stated she would enjoy working further on this
project.

Mr. Pico asked staff about the status of the Case Avenue affordable housing project. Mr.
Bocian commented that the developer has filed an application for tax credits and staff has
completed its follow up. Word should come in three weeks that the project qualifies for tax
credits, and staff anticipates that it will qualify for tax credits. It should be moving forward at
that time. He also commented that HUD has removed Pleasanton from the "difficult to develop"
designation, which resulted in a reduction in available financing. The developer is comfortable
that they have solved the financing problems.

In response to Mr. Pico, Mr. Bocian further clarified that the task force had requested
a short term loan from the City, which would be a bridge loan between their construction
financing and their permanent financing. The City asked them to explore other options more
thoroughly first, walt for word on the tax credits, and also pursue HUD placing Pleasanton back
on the "difficult to develop" designation.

Mr. Tarver advised that the Alameda County Mayors Conference sent a letter of support
to HUD, Congressman Baker, and Senators Feinstein and Boxer. He also noted that they have
learned that there are some funds at state level that might be made available for this project.

In response to Ms. Michelotti, Mr. Bocian advised there have been no other changes to
the financing situation.

Ms. Michelotti also would like the money made available to pursue some of the other
alternatives to get an assisted care facility.

Mr. Tarver commented that he would feel better if the process was forrealized by
consolidating all the Commissions into one task force. The Council noted its high interest and
asked Ms. Acosta to expedite this project.

A motion was made by Ms. Mohr, seconded by Ms. Michelotti, directing staff to
continue to work with the informal study group to explore the concept of constructing an assisted
living facility for seniors and authorizing the payment of an amount not to exceed $10,000 from
the Lower Income Housing Fund to pay for a more detailed needs assessment.

04/18/95 -13-
