traffic studies done by other agencies for new building development would be sufficient cross <br />checks to the TJKM material. Staff agreed and noted that this has happened in the past. <br /> <br /> A motion was made by Ms. Mohr, seconded by Ms. Michelotti, to accept staff <br />recommendation to authorize the City Manager to enter into a contract with TJKM for this year <br />and then to explore what it would take to acquire ownership of the model documentation. <br /> <br /> Mr. Tarver believes that Recommendation B addresses hiring TJKM to prepare the <br />current traffic model for City use. Mr. van Geltier believes he will be able to negotiate with <br />TJKM for some amount less than $19,700. <br /> <br /> Ms. Michelotti clarified that she seconded the motion because it was phrased that staff <br />would take a look at acquiring the traffic model and coming back to the Council with a proposal. <br />She feels it may not be cost effective to bring the model in-house or to hire another consultant. <br />She is concerned about what is in the City's best interest. <br /> <br /> Ms. Dennis concurred with Councilmembers Mohr and Michelotti. <br /> <br /> Mr. Pico doesn't understand why they would not support Recommendation A and B, <br />because they accomplish their stated goals. He favors moving forward with the purchase of the <br />traffic model documentation. He will not support the motion as stated. <br /> <br /> Mr. Tarver feels the two recommendations should be treated as two motions. He again <br />expressed his support of the City's ownership of the traffic model. Further discussion ensued <br />regarding the language differences between Recommendations A and B and the motion as stated. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, and Mayor Tarver <br />NOES: Councilmember Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> A motion was made by Mayor Tarver to authorize the City Manager to enter into a <br />contract with TJKM Transportation Consultants not to exceed $19,700 to prepare the current <br />traffic model.
