' i. Adopt Ordinance No. 1653, modifying the Pleasanton Municipal Code, Chapter
17.16, to address pruning of heritage trees and related issues pertaining to tree
preservation.

j. No action was taken to extend for two years the warranty period for public
improvements in private development projects or in Capital Improvement
projects. (SR 95: 112)

The roll call vote was aS follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

5, MEETING OPEN TO THE PUBLIC

Frank Berlogar, 2200 Vineyard Avenue, expressed concern about the actions of the
General Plan Steering Committee regarding the Vineyard Corridor. He believed the road was
narrow and unsafe in its current condition and will only get worse with increased traffic from
the Ruby Hill development and the realignment of Highway 84. He urged comprehensive
planning for this area which takes into consideration future impacts. How is Pleasanton going
to integrate the residents of Ruby Hill, or will it be left as an island. Mr. Berlogar was also
concerned about quality of life and the impacts on schools from Ruby Hill.

Mr. Berlogar indicated the Housing Subcommittee approved the Vineyard property
owners plan, but the Steering Committee did not. The Steering Committee did not like the
composite plan that was formulated over a year and a half by the General Plan process. It was
a composite of six different subcommittees and was not the best plan, but if a composite plan
is developed through due process, it should be abided by. The owners requested the Steering
Committee to reconsider its decision and it refused. Mr. Berlogar urged Council to take a hard
look at what makes sense for that area as he believes it will be something more than was
approved by the Steering Committee. Mr. Berlogar expressed dissatisfaction with more "due
process" and indicated the need for more clear, sound thinking.

Mayor Tarver indicated this matter will be discussed at the Town Hall meeting on
April 17, 1995 and there will be many other meetings to review the General Plan process and
recommendations.

Judy Moxon, 1700 Vineyard, believed the City of Pleasanton has been supportive of the
residents in the Vineyard Corridor, but agreed with Mr. Berlogar and also objected to the actions
of the General Plan Steering Committee. She read a letter from her and her husband dated
April 3, 1995, addressed to the Steering Committee (a copy of which is attached).

04/04/95 -3 -
