Mr. Tarver then amended the substitute motion to approve the Human Services <br />Commission recommendations, with the exception that the $5,000 on Line 4 is to be reviewed <br />by the Human Services Commission for reallocation; that Commission is to reevaluate the <br />$6,500 to Echo Housing in terms of whether it still meets eligibility for the Housing Fund; and <br />if it does, then allocate $6,500 to Line 28 for The Center youth/family services. <br />The roll call vote was it~ follows: <br />AYES: Councilmembers - Dennis, Pico, and Mayor Tarver <br />NOES: Councilmembers - Michelotti and Mohr <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 7b <br />T~hnical amendmentS tO the Parks and ReCreation Facilities Ordinance COnCerning persons <br />in park faCilitieS Other than during "daylight" and possession of alcoholic bevera_~es in park <br />facilities. (SR 95: 109) <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Mr. Pico inquired if this ordinance prohibited him from walking his dog in the park <br />during the winter when it gets dark in the early evening? He was concerned about unreasonable <br />limitation on the facilities. <br /> <br /> Mr. Roush indicated that after daylight a person can still use the park as a transportation <br />corridor to get from point A to point B. The principle is to limit use of the park facilities, not <br />the sidewalks. <br /> <br /> Mr. Tarver requested clarification on hours of access to the Bernal Park from the staging <br />area of Golden Eagle. <br /> <br /> Dolores Bengtson indicated hours of access refer to the point of entry to the park not the <br />staging area. There was discussion about hours of access to Bernal Park. <br /> <br /> Mr. Pico asked if the Park and Recreation Commission had reviewed this ordinance. <br /> <br /> Ms. Bengtson indicated it had not, but this ordinance is less restrictive than the existing <br />ordinance. <br /> <br /> Mr. Roush asked if there was concern about the alcoholic beverages as opposed to the <br />hours of access and operation?
