administrative funds are used to cover project costs, the General Fund money will need to be <br />used to cover administrative expenses. <br /> <br /> Ms. Acosta explained that the total public services allocation cannot exceed $46,800. <br /> <br /> Mr. Tarver indicated he was also a board member for The Center and understands the <br />difficult job it has in funding its programs. He appreciated the value of the youth services <br />programs. If this funding were not allocated here, he would seek to provide funding for the <br />Center in other ways in the budget process. <br /> <br /> Ms. Mohr indicated Council had crated a fund of $100,000 for youth needs and did not <br />believe this allocation to The Center was necessary from this grant. She did not object to taking <br />$6,500 for Echo from the Housing Fund, however the Human Services Commission is told how <br />much money it has to allocate and now new funds are being created that it has not had a chance <br />to prioritize. She objected to this proposal. Her next priority would be to allocate to the Valley <br />Community Health Center, since funds are already set aside for youth funds. <br /> <br /> Ms. Dennis believes the Human Services may support this change, but she preferred that <br />it be given a chance to comment. <br /> <br /> Ms. Acosta indicated that by taking the $5,000 for downtown out of this budget, that <br />$5,000 is now also available for the Human Services Commission to allocate. <br /> <br /> It was moved by Ms. Mohr to approve the recommendations of the Human Service <br />Commission, except that $6,500 in Line 19 is moved to the Housing Fund, and the matter is <br />referred back to the Human Services Commission for its recommendations on prioritization. <br /> <br /> The motion died for lack of a second. <br /> <br /> There was discussion on the final form of the substitute motion. <br /> <br /> Mr. Bocian indicated that funding from the Housing Fund is allocated in relationship to <br />the services provided to lower-income housing families. Echo currently provides some services <br />not related to lower-income families. Moving the funding on Line 19 from CDBG to the <br />Housing Fund would require the Human Services Commission to reevaluate the services Echo <br />is providing to make sure the total amount qualifies. <br /> <br /> Mr. Roush restated the motion as follows: Adopt the Human Services recommendations <br />with the exception that (1) $5,000 on Line 4 is deleted and referred to the Human Services <br />Commission for reallocation; (2) $6,500 under the CDBG column for Line 19 is moved to the <br />Housing Fund column; and (3) $6,500 would be moved into the CDBG column for Line 28. <br /> <br />04/04/95 -19- <br /> <br /> <br />
