staff for the hours of hard work in reviewing these proposals and encouraged Council approve <br />their recommendations. <br /> <br /> Bruce Fiedler, Administrator for Pleasanton Gardens, indicated not every city invests its <br />block grant funds in community-based programs, but Pleasanton does and the city gets many <br />services not usually found in a municipal framework. He thanked Council for its confidence in <br />the programs and in Pleasanton Gardens. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Michelotti, to approve the <br />recommendations of the Human Services Commission. <br /> <br /> A substitute motion was made by Mr. Pico, seconded by Mr. Tarver, to move item//19 <br />($6,500 for Echo Housing) from the CDBG program category and add it to the Housing Fund, <br />to move item ~28 (The Center's youth/family program operation recommendation for $15,000) <br />into the CDBG program, which would increase the expenditure from that fund by $8,500. Crhat <br />$8,500 would then be allocated from the City's administrative portion in addition to the $6,500 <br />that was moved out of that fund for Echo Housing.) <br /> <br /> Ms. Mohr also believed The Center's programs were very worthwhile, but the Human <br />Service Commission reviewed all these requests and made recommendations based on the entire <br />picture of priorities. She did not believe it appropriate for Council to fund arbitrarily a favorite <br />program. <br /> <br /> Mr. Pico felt he was not deleting anything from the recommendations, but was instead <br />adding to them. <br /> <br /> Mr. Tarver suggested that rather than take $8,500 from administration, that the money <br />could come from the $5,000 for downtown loans. He believed that loans for the downtown area <br />could come from other sources and may be more than $5,000, on a case-by-case basis. He <br />agreed with moving the Echo Housing allocation from the Housing Fund if that is an appropriate <br />expenditure. He suggested an amendment to the substitute motion. <br /> <br /> The amendment to the substitute motion is take the $5,000 for City of Pleasanton <br />Downtown economic loans out of the CDBG column; to move $6,500 for ECHO Housing <br />Counseling services to the Housing Fund column; and approve $15,000 requested by The Center <br />- Youth/family services program into the funded CDBG column. <br /> <br /> Mr. Bocian indicated that the final details of the downtown project would be given to <br />Council prior to implementing a project. There is no problem moving the Echo Housing request <br />to the Housing Fund as it is an eligible expense. There is a problem relative to the ratio of the <br />amount of dollars available for public service projects. By funding The Center, the City would <br />be above the amount allowed by HUD to go to public service projects. By doing that, the City <br />Council is subsidizing this program with General Fund money by approximately $8,000. If <br /> <br />04/04/95 -18- <br /> <br /> <br />
