Item 7c <br />Review of proposed Housing and Community Development (I-ICD) nroiects to be fund¢~i <br />with Federal Community Development Block Grant (CDBG) funds for fiscal years 1995/96 <br />and 1996/97 (SR 95: 106) <br /> <br /> Steven Bocian presented the staff report. <br /> <br /> Ms. Mohr indicated the Commission had gone through a very difficult decision-making <br />process and she could find no fault. <br /> <br /> Mr. Tarver was concerned about the loans for downtown businesses. <br /> <br /> Ms. Bengtson indicated the Commission also had concerns, but after input from Scott <br />Erickson, its concerns were addressed. The program is to support the downtown area and the <br />projects will likely use a revolving fund that is repaid. These are small business improvements <br />to enhance the downtown area. <br /> <br /> Mr. Tarver believed that should be considered in the economic development area and not <br />use CDBG funds. <br /> <br /> Mr. Pico believed if this was a loan, he did not believe it should be in this fund. The <br />money should be released for use in other ways. The difference is whether it is a disbursement <br />or a loan. <br /> <br /> Ms. Mohr asked what other fund could provide the money. She also believed that one <br />of the purposes of community block funds was for rehabilitation and investment in the core area. <br /> <br /> Mr. Bocian stated the funds could come from the General Fund and agreed that <br />rehabilitation of downtown areas is a high priority for HUD. <br /> <br /> Ms. Acosta believed that in the first year or two this would be a disbursement with <br />nothing coming back to the City. In the future, this may be a revenue source. <br /> <br /> Ms. Michelotti asked about the fence for Kottinger Place. <br /> <br /> Mr. Bocian indicated the temporary fence has been constructed and if, after six months, <br />the neighbor is not able to sell the property and/or develop the property, the construction of a <br />permanent fence will be constructed. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Jan Pinney, 4596 Winter Court, addressed Council on behalf of House, Inc., <br />Kaleidoscope Center, and Project Heritage.
