They have provided a warm, loving <br />environment and it is hard to find facilities like this. <br /> <br /> Debra DeFino, 5634 Paseo Navarro, another parent of a child at the Phillips, <br />believed the issue here is the loss of a quality child care facility at a time when more <br />mothers are going back to work out of necessity. The second issue was the concerns of <br />a few neighbors, who may not realize what they are asking the community to give up. <br />She related her problems and those of co-workers with finding good, clean, day care <br />facilities and lamented the fact that mothers feel guilt for having to leave their children <br />and fear that their children are not being properly cared for. She described the many <br />positive aspects of the Phillips' day care facility, the games, the educational supplies. <br />With regard to the concerns about driving and parking problems, she explained that all <br />the parents were given a memo and they are responsible adults who know how to drive. <br />They have tried to respect the neighbors wishes sometimes to their own detriment. At <br />time she would like to linger and talk about her child, but feels rushed to move her car <br />in case another parent might need to park in the driveway. She believed the need for <br />quality day care in Pleasanton should far outweigh the concerns about a couple of <br />additional cars on the street. <br /> <br /> There being no further testimony, the public heating was declared closed. <br /> <br /> Ms. Michelotti reiterated the need for child care because young families can often <br />no longer buy a home or live comfortably on one income. That is why the State has tried <br />to encourage day care facilities. She urged the neighbors to try to get together and <br />resolve their difficulties. Even though she was fortunate enough to stay home with her <br />children, Ms. Michelotti understands the pain of having to leave children in the care of <br />others. She hopes the neighbors have a better understanding of the need for this type of <br />service and will be willing to compromise. She supports the Planning Commission <br />decision and noted the letters of support in the staff report. She urged the Phillips to <br />continue to try to accommodate the neighbors concerns. <br /> <br /> Mr. Pico indicated these issues arise in all the neighborhoods because everyone <br />hopes to have quiet use of their property. He knows there is a need for day care centers <br />and also understands the concerns of the adjacent neighbors due to impacts of traffic, <br />noise, and parking. He did not feel that all of the conditions adequately address this <br />issue. Mrs. Phillips comments about adding a Condition #21 to provide for conflict <br />resolution without having to go to the Planning Commission is a good idea. <br /> <br />03/21/95 <br /> -7- <br /> <br /> <br />
