5. MEETING OPEN TO THE PUBLIC <br /> <br /> Wilson Powell, 678 Everett Drive, Danville, expressed his dissatisfaction with the <br />response from the City Manager and Mayor and reiterated his claims that the City had not <br />followed its procedures. <br /> <br /> Tara Mize, 3261 Royalton Court, and April Alex, 4802 Wingate Drive, announced that <br />their civic class at Amador Valley High School had won the State competition "We The People". <br />They displayed the trophy. Ms. Mize and Ms. Alex described the class and the competition. <br />They asked for funding assistance for the trip (in April) to Washington, D.C. to participate in <br />the national competition. <br /> <br /> Mr. Tarver congratulated the class and indicated this was a worthy request. However, <br />he believed that it was necessary for the request to go through the usual funding request process. <br /> <br /> Ms. Mohr explained that requests of this type usually go through the Human Services <br /> Commission and then to the City Council. To grant a request out of context does not allow a <br /> fair consideration of all other requests. Moreover, Council is considering establishing a fund <br /> for these kinds of requests. <br /> <br /> Mr. Pico disagreed. He believed the City should have flexibility to handle circumstances <br /> such as this. There was no way to predict a year ago that the civics class would win the <br /> competition a second time. Council has set aside $100,000 in undesignated funds, which could <br /> be used for this and indicated there was $3,000 left from the Proposition 4 override funds. He <br /> suggested the students appear before the next Human Services Commission meeting. Mr. Pico <br /> also suggested the City could provide a loan or matching money and encouraged the community <br /> and businesses to support this class. <br /> <br /> Ms. Michelotti also congratulated the class on its accomplishment. She was concerned <br /> that there are many worthy causes that need to be considered and was concerned about the <br /> precedent of approving requests separate from the usual process. She is very supportive of <br /> youth no matter what school they attend. <br /> <br /> Ms. Dennis felt this request supports the need to establish a fund for youth activities. <br /> <br /> 02/21/95 <br /> -3- <br /> <br /> <br />
