Item 6d
Review of City Council Ageuda Format (SR 95:30)

Mr. Tarvet indicated his preference for one category for agenda items in order to make
it easier to move items in response to public attendance and input at the meetings. He suggested
that the first five, and the last four, headings of the current agenda be retained.

Ms. Dennis agreed with Mr. Tarver about the need to inform and accommodate the
public.

Ms. Michelotti was uncomfortable removing the "Matters Continued for Decision". She
believed those items should stay at the beginning of the meeting. She clarified that the intent
is to put those items which have the most public interest on the agenda first. Ms. Michelotti
believed that could not always be anticipated. After that, items would not be moved and once
the agenda is posted it will not be changed. She requested a staff response regarding matters
continued.

Ms. Acosta believed that heading needs flexibility. As an example, on this agenda are
several matters continued which do not have much public input.

Mr. Tarver stated his choice, for example, at this meeting would have been to move the
New Cities application before "Matters Continued" because of the number of people in
attendance.

Ms. Mohr asked if the categories were strictly an internal decision and not required by
an outside source.

Ms. Acosta said it was, with the exception of Public Hearings and Matters Initiated by
Council. However, a method could be used to designate those items. All public hearings would
not have to be together. For example, a zoning matter which is of no concern to the public
could be placed last on the agenda.

Mr. Roush suggested keeping the "City Council Committee Reports" and "Matters
Initiated by Council" headings because that gives Council an opportunity to identify items for
future agenda.

Mr. Tarver believed that Committee Reports are adequately covered by dissemination of
minutes and if a matter is important for public input, it could be agendized.

02/07/95
-9-
