It was moved by Mr. Pico, seconded by Ms. Dennis, to have a two month trial period <br />in which the Mayor and City Manager will establish the agenda and try different alternatives. <br />At the end of the trial period, a decision can be made on whether to change the agenda. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6e <br />Approval of report by the Davis Company regarding the potential opportunities for the <br />sharing of Fire Department resources within the Valley (SR 95:29) <br /> <br /> Fire Chief George Withers presented the staff report. <br /> <br /> Ms. Mohr inquired about the rental of the Fire Training Facility. <br /> <br /> Chief Withers indicated a fee study was done to establish fair compensation. This <br />cooperative effort will result in a trade of facility or service of equal value. An attempt is being <br />made to eliminate duplication of efforts; e.g. to share specifications for equipment and have joint <br />bidding procedures; or to share staff time in dealing with various projects. <br /> <br /> Ms. Acosta indicated a long term goal is a "borderless response system." This will <br />maximize where fire stations are located; i.e. it is not logical to build two fire stations on either <br />side of a freeway. <br /> <br /> Mr. Pico asked if "borderless response" is the same as consolidation of fire departments <br />and is the long range goal to consolidate? <br /> <br /> Ms. Acosta stated it was not the same. It is possible to have one without the other. <br /> <br /> Chief Withers indicated consolidation would be a policy decision to be made by City <br />Councils. It is not always recommended because jurisdictions lose local control. The alternative <br />is to have a master plan for cooperative response. The idea now is to continue to work together. <br />The primary goal at this time is for cost containment and more efficient use of existing <br />resources. <br /> <br />02/07/95 <br /> -10- <br /> <br /> <br />
