Ms. Acosta indicated the pool would not normally be open at this time. The costs quoted
would include utilities and staff costs prior to commencement of programs. In the past the pool
has been opened early and the costs were picked up by others.

Ms. Bengtson indicated in the past when the pool was heated for other purposes, the
school district had access at no cost. In past years programs had started earlier and in some
instances there was financial support from the Seahawks. This year the pool is scheduled for
opening on March 6th. She indicated it is very expensive to operate the pool and she is willing
to produce the bills and receipts for review.

Mr. Tarver asked if this item could be added to the agenda due to the time problem.

Mr. Roush explained that in order for Council take action, it is necessary to make a
finding that there is a necessity to take immediate action and the need for action came to
Council's attention after the agenda was posted. Then a vote to add the item to the agenda could
be taken.

Ms. Acosta suggested she would contact the School District Superintendent to try to
arrive at a joint solution to this problem.

Mr. Pico asked if the item could be added to the agenda for the next Council meeting to
determine how the costs will be paid and in the meantime allow the facility to be used.

Ms. Acosta indicated staff will make the facility available if she can get the cooperation
of the School District.

Ms. Johnson indicated she had spoken to School District administrators and they were
willing to cooperate. She further indicated there was a commitment to donate the land for a
pool.

Mr. Tarver explained there is a task force that is investigating construction of a new pool
facility.

Jack Dove, 3263 Vineyard Avenue, #114, referred to the previous allocation of $100,000
in an undesignated fund. He referred to the valuable work being done by various organizations
that report to the Human Services Commission. He believed the senior citizens are being well
taken care of and the youth are served by the many parks and school facilities. Mr. Dove urged
Council to make funds available for those being served by the Human Services Commission.
There are many projects that would benefit from one-time funding and could then become self-
supporting.

02/07/95
-6-
