Mr. Tarver then requested clarification of how the questions were selected.

Mr. Price indicated he interviewed the General Plan subcommittees on what they wanted
to accomplish. He then got information from the Planning Department and other city staff on
all documents associated with planning. His staff then drove around and looked at the things
they were told was important. Many questions were drafted by Mr. Price's staff. The number
of questions were then reduced through meetings. Many questions were rewritten to remove any
possible bias.

Mr. Pico asked if there was diversity on the subcommittee.

Mr. Price indicated there definitely was diversity and it was a challenge to write
technically correct, non-biased questions.

Mr. Pico asked if it were possible that any of the major conclusions reached from the
survey could be incorrect due to deviation factors or variables.

Mr. Price believed it was highly unlikely for many reasons. There were constant validity
checks and the demography was very accurate.

Ms. Dennis asked if more information could be obtained in terms of trade-offs for
amenities.

Mr. Price indicated another survey could be done with more open-ended questions. The
problem is time and money to pay for the survey. The final conclusion is that people are happy
with the community, feel safe here, and believe the schools are important.

Ms. Mohr acknowledged the outstanding city staff and Mr. Tarvet added his appreciation
for all the commissioners and citizen participation over the years.

Ed Churka, 30 W. Neal Street, representing the Pleasanton Railroad Association,
requested Council to place "Measure T" as an advisory vote regarding bringing a steam train
to Pleasanton, on the June 1995 ballot; he requested completion of the City/Pleasanton Railroad
Association agreement for the funding for the initial study; and requested a zoning map
correction indicating the location and dimensions of the Alameda County Transportation Corridor
into and through the city limits. Council directed that discussion of these matters be included
on the agenda for March 7, 1995.

Charlene Johnson, 3575 Olympic Court South, requested the early opening on
February 13th of the Aquatic Center for use by the Foothill swim team. The use of pool space
has been a problem for years. She objected to the cost quoted for use of the pool.
She indicated past Councils had agreed to use of the pools for swim groups with no problems.
It is very frustrating to the team members and coaches.

02/07/95
-5-
