Rusta McConnaughhay, P. O. Box 1091, Pleasanton, President of the Amador Friends <br />of Music, spoke in support of the fund for youth. She mentioned that Amador has been invited <br />by Osaka, Japan, to be a representative of the United States in October of 1995. Students can <br />only do so many carwashes, bake sales, etc. She was in support of any avenue to get support <br />from the community. <br /> <br /> Mr. Tarver stated the employees have made major contribution to cost savings and <br />efficiency. It is appropriate to have this one-time bonus to reward the employees and it will <br />improve the overall efficiency and effectiveness of the organization. <br /> <br /> Ms. Michelotti asked what funds from the City budget go to the Human Services <br />Commission for discretion in distribution? <br /> <br /> Ms. Rossi indicated that the grants approved by the Human Services Commission, such <br />as subsidies to the Museum, community access television and miscellaneous programs. There <br />are other allocations to the community that are not approved through the Human Services <br />Commission, such as $50,000 for the downtown marketing. The City also indirectly subsidizes <br />some non-profit groups by leasing buildings at nominal fees. She stated that in all there is about <br />$500,000 in community support from the General Fund and Community Development Block <br />Grant Funds. <br /> <br /> Ms. Michelotti indicated a one-time fund like this could be used up quickly if the City <br />matches funds to Amador for a trip to Japan or some other group. There would then be no <br />resources left. She agreed with staff that further discussion is necessary. She was concerned <br />about pitfalls unless this is well-thought out. She agreed with the $401,782 transfer to the <br />General Fund and believed this is how one serves the community at large. There are plans for <br />a skateboard park for the youth and other sports activities. Adding to the CIP will support the <br />entire community. Trying to do something for the youth is admirable. She urged caution in <br />designating a fund that is limited on how it will be distributed. She supported the remaining <br />recommendations of staff, including the allocation to City employees, and improving the data <br />processing equipment. <br /> <br /> After further discussion, Ms. Michelotti indicated she could agree to set the $100,000 <br />in a fund, to be looked at with the contingency that the money would go back into the CIP fund <br />because that is where funds to service the community come from. There is such a long list of <br />unfunded projects. <br /> <br /> Mr. Tarver stated there are more ways to address youth needs than sports. Cultural and <br />other programs have not been addressed. When you allocate CIP funds, they go to tennis <br />complexes, soccer fields, etc. There are other activities that need to be addressed. Mr. Tarver <br />indicated there is a process to be followed and there will be public input before the funds are <br />allocated.
