If Council ultimately decides to set <br />this money aside, staff will come back with a description of how to proceed. <br /> <br /> Bert Felix, 2860 Garden Creek Circle, inquired if this fund would be for activities like <br />Friday Night Live? He believed this was giving the wrong message. It is teaching the youth <br />to come to the government for handouts for whatever they need. He encourages them to use <br />their own fund raising activities and to be self-reliant. He then asked if the firefighters would <br />receive the $650 bonus and was told no because they are still in negotiations with the City. Mr. <br />Felix did not feel they were any less deserving than any other City employees. He felt this was <br />divisive. He then indicated he was opposed to the bonus. He asked if employees faced any <br />penalty for spending too much money. Finally, he was opposed to the bonus now because the <br />City does not know what cuts the State will make in funding. He suggested putting the money <br />in a reserve account and deciding later. <br /> <br /> Mr. Tarver indicated the State should not be changing the funding to cities this year. He <br />agreed the City does have to be aware of what is happening at the State level. <br /> <br /> Ms. Acosta indicated this is the third consecutive year of building the recession reserve. <br />That includes savings from untilled positions and no pay raises. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, was in support of youth programs but has <br />questions about depending on the City for funds. She believed the organizations should be active <br />in fund raising. The Human Services Commission should retain its discretion in servicing <br />community needs. If a fund is set up for youth, will there be one for seniors, or women, or any <br />other group? <br /> <br /> Mr. Tarver indicated the idea of a youth fund will come back for further discussion. <br />Many recommendations will be coming forth and the decisions will be made later. It just seems <br />that an idea is coming forth that the youth needs to be considered. <br /> <br /> Larry Levin, 3178 Weymouth Court, spoke in support of the youth council. The young <br />are the future and are causing problems in other parts of the country. The $5,000 for Friday <br />Night Live was not for a good time; it was for seed money and the kids will work hard to <br />provide alternative activities. The $100,000 would be for a myriad of projects yet to be <br />determined. The idea of Ms. Dennis was good, but many grants require matching funds and <br />involvement. He encouraged Council to support Mr. Pico's suggestion. <br /> <br /> Brian Bourg, 4512 Second Street, also supported the $100,000 allocation for youth. He <br />has two children in the Amador Band and Color Guard. Amador has declined trips in the past <br />because of the expense and perhaps now there will be an avenue to pursue for matching funds. <br />He stated the band members already have various fund raising activities.
