Ms. O'Brien believed that the <br />majority of the recreational vehicle owners are considerate of their surrounding neighbors and <br />park their RVs behind fences on private property or stored off-site. A change in the law will <br />not affect the majority of the public, but only those who do not care about the property rights <br />or feelings of others. It will definitely enhance the quality of life for those of have been abused <br />by an uncaring few. <br /> <br /> Mr. Chris Kelly, 1095 Touriga Place, owner of the RV referred to by Mrs. O'Brien, <br />indicated the O'Briens park in front of his house. He described his RV as a 21 ft. Sunrader, <br />which he says is only slightly longer than a 3/4 ton truck or van. The RV is maintained and <br />ready to make a trip at any time or to be used as a source of food and shelter in case of a <br />catastrophe. Mr. Kelly stated all his vehicles are licensed and operahie, which is not the case <br />with some of the O'Brien vehicles, one of which is parked in front of Mr. Kelly's home. <br /> <br /> Ms. Mohr suggested mediation of the problem by City staff members. <br /> <br /> Mrs. O'Brien was willing to try mediation, but indicated her belief that the bigger issue <br />is a city-wide problem which should be addressed. <br /> <br /> Ms. Michelotti asked why the Kellys and O'Briens don't switch vehicles and park in front <br />of their own homes. <br /> <br /> Mr. Tarver believed the real issue is whether the City Council should regulate RV <br />parking in neighborhoods. He suggested off-site storage to Mr. Kelly. <br /> <br /> Mr. Kelly responded that he preferred to have his RV at home so it was ready for a trip <br />at any time. <br /> <br /> Mrs. Linda Kelly, 1095 Touriga Place, presented a pamphlet prepared by the Good Sam <br />Motoring Club entitled "Parking Rights". There are approximately 400 members of Good Sam <br />,;: Pientnnrnn .~he offered to obtain copies for Councij to review. .~he rei~ted the fact that' <br />there are only two RV storage facilities in the area and out of 500 spaces, only 19 are available. <br />Other areas offer parking on dirt lots. This causes the RVs to get very dirty and causes more <br />time to make the vehicle ready for a trip. She further explained that it takes approximately 72 <br />hours to get an RV ready for a trip and in that time it is necessary to have the RV level in order <br />to operate the refrigerator. <br /> <br /> Mr. Tarver asked if the RV could be parked in the driveway except when preparing for <br />a trip.'?
