6, MATTERS CONTINUED OF DECISION ""' <br /> <br />Item 6a <br />Decision regarding purchase of School Dislrict Surplus Property (Del Prado sile} (SR 95:20) <br /> <br /> Ms. Mohr indicated she had reviewed the video of the last meeting and after many years <br />on the City Council, she has heard the testimony of many of the speakers and believes she is <br />aware of their positions. The staff report and Park and Recreation Commission comments <br />indicate that the Del Prado neighborhood is already fully served by parks. It is not a wise use <br />of funds to add another park there, when there are so many other park needs that remain <br />unfunded. She did not believe a community park use would be appropriate and she tried to <br />determine any other possible public use for this site that would suit the neighborhood needs as <br />well as the City needs. It is not useful for a community center, performing arts center, or any <br />other public use. There are not sufficient funds to simply "land bank" the property. There are <br />other parts of town where this would be better to do, if the city could. She did not want to <br />commit money to this property at the expense of other projects. Ms. Mohr stated she <br />understood what the people wanted from the School District, unfortunately Council does not <br />have authority over the School Board. The School Board is an elected body just as the Council. <br />The State gives the Board its authority and responsibilities. The City does EIRs and evaluations <br />of where streets and business parks and housing and fire stations, etc. ought to be put. The <br />School District goes through an equivalent process of where it thinks school facilities ought to <br />be put. The School District does not tell the City where to put a fire station and she does not '~ <br />believe the Council would have better information about where a school should be built. She <br />is concerned that the problem here is that the arenas have become mixed. <br /> <br /> Mr. Tarver indicated there could be public testimony, but wanted to reiterate that Ms. <br />Mohr has reviewed the tape and understands prior testimony. He requested that only those with <br />new information should speak now. <br /> <br /> Dave Griffith, 5622 Paseo Navarro, indicated that the location of the new elementary <br />~chooi ,.m Stc. nerid~e is near a quarry. tte is concerned about the steep droo off and the safety <br />of tile children. <br /> <br /> Ms. Michelotfi stated that the School District is proceeding with the sale of the property <br />and wanted to clarify that the motion was not to purchase the property for any purpose. She <br />also referred to the workshop scheduled on January 10, 1995 between the City and the School <br />District at the District office. <br /> <br /> Ms. Dennis did not believe the City had ttie money in the short term to do something <br />with the property. <br /> <br /> Mr. Tarver believed the issue was to try to get the School District to work with the City <br />in every way to resolve the issue to everyone's satisfaction. ~'- <br /> <br />01/03/95 <br /> - 6 - <br /> <br /> <br />
