He believed modern trains could provided faster and higher <br /> capacity transportation than BART and at lower cost. He believed an intercity rail network <br /> would be the most beneficial for the city's transportation needs. <br /> <br /> Ms. Mohr asked Council to refer Mrs. McConnaughhay's request to the Human Services <br /> Commission. <br /> <br /> Ms. Dennis referred to the possibility of creating an Arts Commission, which will be <br /> discussed later. In that regard, she suggested working with non-profit organizations involved <br /> with youth to assist them in applying for grants. <br /> <br /> Ms. Mohr suggested the Park and Recreation Commission could also participate in some <br /> kind of coalition to assist the youth. <br /> <br /> Mr. Tarver indicated he agreed with the points made regarding following the process. <br /> The youth need to be recognized and a task force between the City, schools and businesses, etc. <br /> could be useful in finding ways to fund and promote youth activities. <br /> <br /> Ms. Mohr asked Mr. Pico to comment on the request regarding Amtrak. <br /> <br /> Mr. Pico indicated the Altamont Pass Rail Advisory Coalition has been meeting <br /> sporadically. He stated the Coalition is looking at rail services separate from Amtrak. He <br /> agreed it would be appropriate to put on the next agenda a letter supporting intercity rail, to be <br /> sent to the appropriate parties. <br /> <br /> Mr. Tarver agreed that the CMA and other regional processes should develop priorities <br /> and funding for transit improvements.
