... process. She was concerned that a precedent has been set that could lead to further requests to
Council. She commended Ms. Michelotti for voting against the requests.

Mr. Tarver indicated others have made similar comments.

Ms. Mohr asked what kind of expenditure report was requested by Council. Mr. Tarver
did not believe there was any report requested. Ms. Acosta indicated staff would be following
up with the group.

Ms. Mohr asked if there were any more "pots of money" that are available for the
Human Services Commission to allocate.

Ms. Acosta clarified that this money came from the close out of the Senior Center
project, which had been from Proposition 4 funds approved by a ballot measure. All other
project close-outs usually go into the Capital Improvement Program. To her knowledge, there
are no other "pots of money".

Ms. Michelotti thanked Ms. Paradiso for her comments and others who have supported
her decision.

Wilson Powell, 678 Everett Drive, Danville, objected to spending taxpayer dollars
defending police brutality cases. He further stated his belief that complaint procedures were not
followed in his case and he did not receive an impartial investigation.

Ms. Acosta clarified that there are procedures that are followed by the Police
Department. In Mr. Powell's case, there is a difference of opinion as to whether he ever asked
for those procedures to be followed or whether he actually filed a citizen's complaint. There
are no documents that support his position. The City has gone to court on Mr. Powell's case,
there was an award and the issue is over. Mr. Powell requested the City to pay his attorney's
fees, which is beyond the court judgment and that was denied.

Mr. Tarver indicated the City Manager and City Attorney have responded appropriately.
The court has made its decision and the case is over.

Ms. Acosta wanted to make it clear that the City has not paid out unlimited dollars for
police claims. In fact, there have been very few claims against our police department, which
is remarkable for a city our size. In Mr. Powell's case, there was a small award by a jury, but
not for any kind of police action, it was for a injury received from the handcuffs.

Rusta McConnaughhay, P. O. Box 1091, Pleasanton, represented the Amador Friends
of Music, the Booster Group for Amador Valley High School's music department. She thanked
the Council for its support of the city's youth. The Booster Group pays for operation of the
music department, including uniforms. buses, staff, instruments, and more.
