(SR99:100) <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Ms. Ayala asked if the $9,103 that the property was bought for in 1968 would be inflated by <br /> 393% to today's dollars, to come to $35,775. <br /> <br /> Ms. Acosta said an appraisal would determine what the market value is. <br /> <br /> Mayor Tarver asked if Mr. Ciesielski is the successor in interest to the person from whom <br /> the City purchased the property in 1968. <br /> <br /> Mr. Roush said yes. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Jerry Wagner, 4043 Nevis Street, felt the land should be sold through an open bid process. <br /> He believed the bidders should show how much cash they have to bid with and when they reach <br /> their limit, they should be out of the bidding process. He is interested in the property to provide an <br /> exit from the rear of the mobile home park in case of a fire in the front of park. The property could <br />-- also be used for future development. He disagreed with staffs suggestion that selling the property <br /> to Mr. Ciesielski will reduce neighborhood friction. He talked about the controversy between <br /> himself and Mr. Ciesielski, which he feels is instigated by Mr. Ciesielski. He also described other <br /> hazards on the property that Mr. Ciesielski has created by dumping wood and garbage on the <br /> property. He was willing to give a check for $50,000 to the City of Pleasanton tonight for the <br /> property. He felt this was 50% more than what the City is asking. <br /> <br /> Christopher Schlies, 699 Peters Avenue, representing Mr. Wagner, presented an analysis <br /> regarding the surplus property. He identified two issues: 1 ) obtaining proper compensation for the <br /> property and 2) what is good for the neighborhood. He believed the appropriate manner to sell the <br /> property was through an open bid process. The property is landlocked and has limitations to its <br /> potential use. He said the appraisal process will be based on speculation and guesswork and the <br /> process of taking the price in 1968 and applying an inflation factor is equally flawed. There is no <br /> necessary correlation between the cost of living changes and land value changes. Competitive <br /> bidding would allow the people interested in the property to express what they believe a fair market <br /> value would be for the property. Mr. Wagner's proposal to purchase the property for $50,000 is <br /> 50% higher than staffs recommended sales price. He said the neighborhood quarreling should not <br /> be a factor in this matter. Mr. Wagner would like the property as a safe exit for the mobile home <br /> park residents in case of a fire.
