Ms. Michelotti asked what he meant when he referred to the surplus property being used as <br />an escape route. <br /> <br /> Mr. Schlies said if there were a fire in the front of the property, the residents could escape <br />through the back of the property and ultimately through the creek. <br /> <br /> Ms. Michelotti asked if he understood there would be no emergency access road provided. <br /> <br /> Mr. Schlies understood that, but the property would provide alternatives to the residents in <br />case of an emergency. He felt the issues were worth considering. <br /> <br /> Jack Chestnut, 4128 Stanley Boulevard, said he also was interested in the property to create <br />a larger yard. He agreed with the open bid process. He did not understand what the difference <br />between the appraised value and the estimated inflated value. He would like the opportunity to bid <br />on the property. <br /> <br /> There were no other speakers. <br /> <br /> Mayor Tarver said he was in favor of staffs recommendation. He objected to the City's <br />being in the middle of the dispute between the neighbors. He said normally when the City receives <br />fight-of-way land and then determines it is not needed, the property is remmed back to the original <br />property owner. Mr. Ciesielski is the successor in interest to the property. The property may have <br />more value than what staff is recommending. He does not want to create a bidding war between the <br />neighbors or allow for different uses that may not be compatible with Mr. Ciesielski. He feels the <br />property should be retumed to the successor in interest of the property. In addition, he does not <br />want to see any building on the property. <br /> <br /> Ms. Michelotti agreed with the Mayor. She felt it was appropriate to try and sell the <br />property it to Mr. Ciesielski. She saidit is questionable whether something can be built on the lot. <br />She would like to condition the sale that no building be allowed and then get an appraisal of the <br />property. <br /> <br /> Ms. Dennis concurred. She did not want anything built on the property. <br /> <br /> Ms. Acosta said Council needed to look at merging this parcel with the front parcel. A <br />motion needs to include that the City' s property be merged with the front lot. <br /> <br /> It was moved by Ms. Miehelotti, seconded by Ms. Dennis, declaring the City's vacant <br />parcel in the 4100 block of Stanley Boulevard be surplus; that no building be allowed on the <br />property; and that the property, if sold to Mr. Ciesielski, be merged with his property to <br />become one parcel. <br /> <br />Pleasanton City Council 10 04/6/99 <br />Minutes <br /> <br /> <br />
